Dear Mr Macrae

Thank you for your request for information under the Freedom of Information (Scotland) Act 2002. I am sorry for the delay in responding.

I can confirm that NHS Highland received the £1 million funding from the Scottish Government to build a new Broadford practice, with links to Mackinnon Memorial Hospital.

The £1 million for the Broadford Practice was included in the £20 million of Capital funding that was banked with the Scottish Government for future use, as the schemes earmarked for that money were not ready to proceed. The £1 million was included in our banked funding until a design of the practice, together with the upgrade required to the hospital, could be agreed within the funding available and the work included in the NHS Highland Capital programme. This is now in place and the work was programmed into our capital plan to start this financial year, with the bulk of the work continuing into next year. However, this banked funding is not available to us at present.

NHS Highland is awaiting further information from the Scottish Government Health Department, but in the Government's draft budget there was an indication that schemes that were not yet legally committed should be held as they may not be able to proceed through the normal public capital route.

NHS Highland has therefore requested that the schemes within that £20 million of banked capital are delayed, although planning and enabling work already in progress should continue, pending further discussions on alternative funding in February. We have advanced plans for the projects so some investment has been made in development of these to date.

We are therefore unable to provide any further information at this stage, but we are exploring all possible options that will allow this work to proceed.
