Dear Scottish Court Service,

This is a FOIA query concerning Christopher Brightmore, a JP in
Louth.

1)

Is the Court Service aware that Mr Brightmore was removed from
service on the General Medical Council's Fitness to Practise Panel
following his failure to declare a relevant interest?

2)

What are the rules for the declaration of interests by JPs?

3)

What interests has Mr Brightmore declared?

4)

Mr Brightmore is a former Commissioner of Citizens Commission on
Humar Rights UK Ltd, a Scientology organisation which is opposed to
the practise of psychiatry. Has Mr Brightmore heard any cases in
which psychiatry or related fields were relevant? If so, please
provide details.

I refer to Information Tribunal case EA/2009/0063 (Thackeray v IC &
GMC), which shows that there is a legitimate interest of the public
in the release of this information.

The Scottish Court Service has no responsibility for the appointment of
Justices of the Peace and accordingly does not hold the information you
seek.

It would appear from your note that any appointment is likely to be made
for England and Wales and I attach the following information which may
assist you.

Ministry of Justice
The Lord Chancellor is responsible for the appointment, on behalf of Her
Majesty The Queen, of all magistrates, otherwise known as justices of
the peace, in England and Wales.

The Lord Chancellor is assisted in this task by Advisory Committees
which normally cover counties or metropolitan areas.
