I am interested in information regarding Bridleway 671 in
Feckenham, Worcestershire. I would like to know on what date it was
classified as a bridleway.I would also like to know whether it's
classification has changed in recent years and how it was
classified previously to it's current status.

BRIDLEWAY CLASSIFICATION
Thank you for contacting Worcestershire County Council.
Your request for information has now been considered and the information
you have asked for is enclosed.
In answer to your inquiry at what date was the route classified as a
bridleway, I can advise that it has been recorded as a bridleway on the
Definitive Map and Statement for Worcestershire since the first definitive
map of the county was published in the late 1950's.
The definitive map is a legal record that came about as a result of the
National Parks and Access to the Countryside Act 1949 that placed a duty
on the surveying authority (the former Worcestershire County Council) to
carry out a survey of rights of way and produce a definitive map and
statement. Its value - apart from the showing of a right of way on the
map being conclusive evidence of its existence - is that it was compiled
with public consultation and there were opportunities to object to the
inclusion or non-inclusion of a right of way or dispute a routes status.
The definitive map and statement - compiled in collaboration with town
councils, parish councils and parish meetings - was first published in
draft form for public consultation. This provided an opportunity for the
public and affected landowners to make representations or objections to
routes that they felt had been wrongly shown on, or omitted from, the
draft map. After including amendments resulting from successful
representations, the draft map was re-published in provisional form.
There then followed a further period of consultation during which affected
landowners and occupiers could object to rights of way by making an
application to Magistrates Quarter Sessions. Finally, after further
amendments to take into account any successful Quarter Session
applications, the first definitive map and statement was published.
The draft definitive map and statement for the Urban District of Redditch
was published for public consultation in November 1952. Records show that
fifteen objections to the draft map were received, either for routes to be
added or routes shown as footpaths to be recorded as bridleways. However,
no objections or representations are recorded to have been received for
the bridleway FN-671. The draft map was altered to take account of the
changes made by the public consultation and re-published as the
provisional map. An extract of this provisional map is attached and some
of the results of the draft consultation can be seen, most notable the
inclusion of another bridleway (No.97). Bridleway FN-671 is recorded on
this map as No.84.
After the closing of the statutory consultation period, the provisional
map was amended to show the affects of successful Quarter Session
applications (again there are no records of any representations concerning
bridleway FN-671) after which the public rights of way information was
transferred onto Ordnance Survey 2.1/2. inch scale maps and published as
the First Definitive Map and Statement for Worcestershire. The definitive
map covering Redditch Urban District was published 29^th. December 1957,
with a relevant date of 1 July 1952. (See attached extract)
As to your other questions as to whether the classification has changed, I
would advise that the 1949 Act provided for quinquennial reviews of the
definitive map and statement to enable the surveying authority to update
the map to show the effects of legal events such as diversion orders or
routes omitted or wrongly recorded on earlier reviews. Three such reviews
(following the same procedure as used in compiling the first definitive
map) took place with the maps having a relevant date of 1^st January 1958,
1963 and 1968. Research of documents relating to these map reviews has
been examined and it can be confirmed that no representations were made
concerning the bridleway and the route has remained unchanged since
publication of the first definitive map. Local Government reorganisation
in 1974 resulted in the renumbering of the rights of way in Redditch and
Feckenham, changing the bridleway from No.84 to No.154. The publication
of a digitised definitive map in March 2005 necessitated further
amendments to the numbering system, resulting in bridleway No.154 being
recorded as FN 671, 670,668,666.
