Please detail total expenditure by Brent Borough Council on Common
Purpose courses for each of the following years: 1997, 1998, 1999,
2000, 2001, 2002, 2003, 2004, 2005, 2006, 2007 and 2008 to date.
Please also supply a copy of the invoice for each Common Purpose
course paid for by Brent Borough Council.
By "Common Purpose", I mean the training organisation of that name:

Please accept my apologies for the delay in responding to your request.
Formally we are refusing to respond to your request in accordance with
Section 12 of the Act because we estimate that doing so is likely to exceed
the Appropriate Limit. This is because not all invoices over the period you
have specified are likely to be held electronically or if they are, on
current systems. Invoices are stored and processed on a devolved basis by
individual services. Nevertheless we are letting you have the information
from 2005 onwards.

Section 12 provides that a public authority need not comply with a request
for information where it estimates that doing so will exceed the
Appropriate Limit. For local government this is set at £450 calculated at
£25 per person hour.
If you are dissatisfied with the response or how the Council has handled
your request you can complain to the Council by writing to the following
