Dear Sir or Madam,
Please could you supply me with the Branch Opening Report detailing
information for each branch of the Post Office.
An example report is currently available here on your website.
ftp://ftp.royalmail.com/Downloads/public/ctf/po/North_East_Tayside_and_Fife_OF_Reports_OUTREACH.pdf
Ideally please could the information be made available in a
database format such as XML, CSV, SQL. If this is not possible then
PDF will be fine.
Yours faithfully,

Dear Mr Burgess
Thank you for your e-mail dated 11 July 2008 regarding Branch Access
Reports. In your e-mail you have requested Branch Access Reports detailing
information for each branch of the Post Office network under the Freedom of
Information Act.
Post Office Limited does not hold these reports for every Post Office©
branch; Branch Access Reports have only been completed for branches
affected by the Network Change Programme. These branches include;
Branches proposed for Closure
1st Alternative Branch
2nd Alternative Branch
Proposed Outreach Sites
In relation to those branches for which Branch Access Reports have been
created, under section 21 of the Freedom of Information Act 2000 (The Act),
we are not required to provide the information in response to a request if
it is already reasonably accessible to you. These reports are available on
the Post Office Limited website; http://www.postoffice.co.uk/networkchange.
Click on Current Public Consultations under News and Updates and scroll
down to find each area plan. Here you will find the Branch Access Reports
for each area in PDF format.
Unfortunately, at this stage I cannot provide reports for the Network
Change Area Plans still to be announced. The information you requested, in
relation to branches affected by the final unpublished plans for Network
Change, will be made available via the Post Office Limited website as soon
as these plans are announced.
Information intended for future publication is exempt from disclosure under
Section 22 of the Freedom of Information Act - this exemption applies to
enable public authorities to publish information at the most appropriate
time and as part of the appropriate process. The exemption is subject to
the ‘public interest test’; however we don’t believe there is public
interest in the early disclosure of information prior to the announcement
of the relevant Local Area Plans. Therefore, in this case we believe that
the public interest is best met by maintaining the exemption.
I’m sorry that your request cannot be met in full on this occasion. If for
any reason you are not satisfied with this response, you do have a right to
request an internal review. If you wish to do so please set out in writing
your grounds for doing so and send to the Head of Information Compliance,
Royal Mail House, Company Secretary's Office, 148 Old Street, LONDON, EC1V
9HQ. An internal panel will then review the decision, and you will be
advised of the outcome.
If, having requested an internal review by Royal Mail Group, you are still
not satisfied with our response you also have a right of appeal to the
Information Commissioner at:
Information Commissioner's Office
Wycliffe House
Water Lane
Wilmslow
Cheshire
SK9 5AF
Telephone: 01625 545 700

Yours sincerely

Dear Mr Burgess
Thank you for your email. Section 21 applies in the case of the Branch
Access Reports which will be published in the future. This only applies to
branches affected by the Local Area Plans which have not yet been announced
under the Network Change Programme. Branch Access Reports have only been

are not held for every branch of the Post Office network.
If you have any further questions, please let me know.
Yours sincerely
