Dear DfT

I am writing to request information under the Freedom of
Information act regarding recent developments in the deployment of
security scanners at UK airports. I have read with interest that
Millimetre Wave scanners are being trialled at Heathrow airport. I
would like to know:
1. The proposed timescale of the trials - start and finish.
2. If there will be an 'opt-out' option for passengers who do not
wish to pass through the scanners during the trials, as there was
at Manchester airport when they were trialling backscatter
scanners.

Regarding the use of body scanners in general at all UK airports:
3. Approximately, how many passengers have passed through the
security scanner screening process at UK airports since February
2010?
4. How many passengers have not been allowed to board their flight
due to having refused to pass through he screening process?
5. How many minors have been scanned to date? If no information for
this question exists, what kind of controls are in place to ensure
the naked images of minors are not viewed improperly.

Recently, the German transport police claimed that the scanners
produced a high number of false alarms. It has also been said that
British transport police also found a high number of false alarms
in their trials of body scanners at London train stations.
6. What was the rate of false alarms or mistakes found during
previous trials of body scanners at UK airports and train stations.
By 'false alarms or mistakes' I refer to cases where passengers
were erroneously identified by the scanning process as carrying
prohibitted items beneath their clothing or selected for further
examination following a scan, but found not to be carrying anything
prohibitted.
7. To date, how many passengers have been found by the scanning
process to be carrying prohibitted items?

The DfT have mistaken my request. I asked about the timescale of trials being carried out on Millimetre Wave scanners at Heathrow airport. I was refering to trials that reportedly began in 2010. The DfT in this response, refer to newer trials on Millimetre Wave scanners that use a technology called Automatic Threat Detection (ATD). Nonetheless, I consider this interesting information even if it was not that requested.

I find it totally unsatisfactory that the DfT does not hold information on the rate of false alarms produced through scanner use. This suggests that there has been no continuous testing for efficiency of the process that the government is obliging airports to adopt.

I will be following up with a further inquiry into the methods employed using ATD technology.
