Please provide the following information :
1) The location of each camera in Bodelwyddan controlled by the
Council.
2) The date of installation of each of the CCTV cameras in
Bodelwyddan controlled by the Council.
3) The cost of purchase, fitting, and maintenance, cleaning and
servicing of each camera in Bodelwyddan controlled by the Council.
4) The retention period for data recorded by each camera in
Bodelwyddan controlled by the Council.
5) For each month since it's installation, the number of Subject
Access requests under the Data Protection Act 1998 received for
data from each camera in Bodelwyddan controlled by the Council.
6) For each month since it's installation, the number of times data
from each camera in Bodelwyddan controlled by the Council has been
passed to the Police.
7) For each month since it's installation, the number of times data
from each camera in Bodelwyddan controlled by the Council been used
as evidence in Court proceedings.
8) Whether or not any change in Council policy is being implemented
in regard to the ineffectiveness of CCTV in preventing crime, in
light of a recent report conducted by The Campbell Collaboration.
'Effects of Closed Circuit Television Surveillance on Crime', which
is a meta-analysis of 41 CCTV evaluations in four main settings:
city and town centres; public housing; public transport; and car
parks, a copy of which was to be distributed to every Police Force
in England and Wales this summer (2009), and if no change in policy
is forthcoming, then why not?

Thank you for your request for information received on 28 October 2009 regarding CCTV cameras in Bodelwyddan.
I respond to the queries you raised as follows:
There is only one camera in Bodelwyddan on the lamp post on Abergele Road. Following a public meeting in Bodelwyddan on 25 September 2009, which was convened by Ann Jones AM for Bodelwyddan residents, there is a plan to install a second camera at their request. This second camera will be located on Rhuddlan Road. The camera was installed in March 2009, but another camera was there previously on other dates.
The camera is managed as one of 8 remote cameras and individual costs for repair and maintenance is not available. The cost of the camera in Bodelwyddan was £5,000. The fitting cost was £370. The annual running costs per camera is £600 per year.
The data period is for a minimum of 14 days, but maybe longer dependant on the storage space available on the digital storage system.
There have no requests for subject access and there have been no request for images to be provided as evidence in court proceedings.
There are no plans to change the current arrangements in relation to CCTV in Denbighshire. The view of Denbighshire and its Community Safety Partners is that CCTV is a valuable tool in relation to the prevention and detection of crime and providing public reassurance.

Ex-Police Inspector Rolly Schwartz is an unelected policy-maker for Denbighshire County Council on issues of policing and cctv.
It is he that makes the case to DCC of the 'need' for cctv cameras;
He that advises and orchestrates the funding and installation of these systems;
And yes, it is even he that supplies the information to the Freedom of Information team when requests like the above are made.
