Dear Mr Hutton
Please find attached a response to your request for information about Common Purpose, which was logged by us as FOI/3455.
Please note that information has been redacted from two of the attached email messages using the following exemptions:
Email 05 - mobile phone number removed, under the exemption in Section 38(1)(b) of the Freedom of Information (Scotland) Act 2002 relating to personal information.
Email 07 - personal details relating to a member of staff removed, under the exemption in Section 38(1)(b) of the Freedom of Information (Scotland) Act 2002 relating to personal information.
Section 38(1)(b) of the Act only exempts from disclosure information which constitutes personal data if in addition the disclosure would breach the Data Protection Principles contained within the Data Protection Act 1998. In our view, disclosure of this personal information would breach the First Data Protection Principle which requires disclosures to be fair and lawful.
If you are dissatisfied with the way in which your request for information has been dealt with you are entitled to request a review of the actions and decisions made by the Council in relation to your request. You can, if you wish, ask informally for the reasoning behind the response, and if still dissatisfied you can request a formal review. In any case, your request for review must be in writing or some other permanent form stating your name and address for correspondence, and specifying the request for information to which your request for review relates and why you are dissatisfied with the response.
You must make your request for review not later than 40 working days after the expiry of the 20 working day period of response to your initial request by the Council or not later than 40 days after the receipt by you of the information provided, any fees notice issued or any notification of refusal or partial refusal.
