I refer to all board meetings held in December 2011 and January
2012.
Can you please provide via whatdotheyknow.com a copy of all
reports, sub committee minutes and other documents entioned in the
minutes of these meetings.
Can you also provide a copy of the minutes and agenda, unless these
have already been published on your website.
May I ask that you give full reasons (quoting the relevant section
of the FoI Act) for any redacted information.
Bearing in mind your breeches of the freedom of information act in
respect of a similar requests, may I remind you of your legal
duties in respect of this request.

There were no British Waterways Board meetings in December

The minutes of the January meeting will be published on www.britishwaterways.co.uk after their approval at the March Board meeting.
The January Board Papers are attached and, where information has been redacted, the relevant section of the Freedom of Information Act has been quoted.

Dear British Waterways,
You state -
The minutes of the January meeting will be published on
www.britishwaterways.co.uk after their approval at the March Board
meeting.
The board reviewed its policy and changed it in July 2009. I have a
letter on file from your chief executive dated 23 July 2009 which
confirms this. Specifically it says -
The board have now reviewed its policy and decided at their July
2009 meeting that minutes of their meetings shall be published once
the draft of them has been approved by the Chairman of the meeting.
This will now normally be within two to three weeks of the meeting.
I would therefore ask you to do as I have requested and provide me
with those minutes which you have failed to publish in accordance
with the boards directive.
I also note that you have not provided me with minutes of sub
committee meetings. As such I would ask you to check that you have
provided me with all documents requested.

Dear British Waterways,
Following your partial response to my request. I send you three
replies (not one as you have indicated). You have asked me to
clarify which I do as follows:-
Your response did not include all the documents requested. In
particular you failed to provide a copy of the minutes of the board
meeting. You have also failed to provide copies of sub-committee
minutes.
With regard to the information you did supply it is heavily
redacted (17 redactions in one document for example). I
inadvertently quoted the wrong sections of FS50424235. I meant to
say section Section 29, 30, 31 & 32.
In brief I am saying that you should adopt Option 1 or Option 2. It
is insufficient simply to quote the exemptions under part 2 of FOIA
that are being applied, you also have to explain WHY they are being
applied.
I note that your response is now overdue.

12/025 Audit Committee: The minutes of the meeting of the Audit
Committee held on Wednesday 11th January 2012 were noted.
12/026 Property Committee: The minutes of the Property Committee
meeting held on Friday 2nd December 2011 were noted.
Please also carry out an internal review to determine why these
documents have not been provided and why minutes of board meetings
are not published within 2-3 weeks on a meeting (as decided by your
board).
