Dear Greater Glasgow NHS Board,
Your newest Non-Executive Board Member - Rev Dr Norman Shanks - has
a long-standing personal relationship with the Chair of your Board
- Andrew Robertson. Was this disclosed during the appointment
process and if so what measures were taken to ensure there were no
conflicts of interest?
Can you also inform me of any other conflicts of interest that were
declared and how these were managed.

Thank you for your message of 25 August 2010 in which you ask whether a
declaration was made by the NHS Board Chairman during the appointments
process of a new Non-Executive Member of NHSGG&C, what measures were taken
to ensure there were no conflicts of interest, and also whether any other
conflicts of interest were declared and how these were managed.
You received an acknowledgement of 25 August 2010 advising that your
request would be considered under the Freedom of Information (Scotland)
Act 2002 and a response provided to you within the timeframe set out
within that Act.
The Freedom of Information (Scotland) Act 2002 gives the right to access
information held by a public sector organisation.
The information you have sought is not held by NHSGG&C and therefore I
need to give you notice under Section 17 of the Act - Notice that
Information is Not Held - that NHSGG&C does not hold the information you
have requested.
However, under Section 15 - Duty to Provide Advice and Assistance - we are
required to ensure that we assist applicants with their request in order
to allow you to access the information you are seeking.
I can advise that the appointment of new Non-Executive Members to NHS
Boards is the responsibility of the Scottish Government in conjunction
with the Commissioner for Public Appointments. The Head of the Public
Appointments in NHS Scotland is responsible for the appointments process
and therefore I would suggest that you redirect your request to:

Mr Swift will be in a position to explain the appointments process,
including the registration of disclosures; the measures taken to ensure

The NHS Board, through the position of the Chair, is represented in the
appointments process: however, as the appointments are Ministerial
appointments, the process, information held and the requirements of
the Code of Practice are the responsibility of Scottish Government.
Should you require any clarification or further advice on this matter,

If you are not satisfied with our response to your request, you have a
right to request a review of this decision. The procedure for
consideration of a review is detailed in the attached note. The note also
describes your right to pursue the matter with the Scottish Information
Commissioner if, following a request for review, you remain dissatisfied
