Dear Sir or Madam,
I note from your on-line Consumer Credit Licence that the above
company which acts as a Debt Collection Agency for the HBOS and RBS
groups does not possess a Consumer Credit Licence. Therefore I
would ask the following, did it ever have such a licence, if so
when did it expire it the previous are in the negative what action
will the OFT take against the above company.

Thank you for your e-mails of 27 August 2008 regarding Blair Oliver &
Scott Ltd in relation to its licensing status and debt collection
activities. Your request for information has been considered in line
with the requirements of the Freedom of Information Act 2000 (the FOIA).
Your first email asked how many complaints the OFT has received
regarding the behaviour of Blair Oliver & Scott Ltd, how many the OFT
has investigated and what are the outcomes of these investigations.
Your second email states that Blair Oliver & Scott Ltd does not hold a
consumer credit licence and raised a number of questions regarding the
licensing status of Blair Oliver & Scott Ltd.
Our licensing records show that Blair Oliver & Scott Ltd holds a
standard consumer credit licence No.: 322750 to carry on the business of
debt collection. The licence was issued on the 19 September 1991 and is
due for renewal on 11 October 2011. This information can be accessed on
the OFT's Consumer Credit Public Register (the Public Register) which
can be accessed on the OFT's website www.oft.gov.uk
The OFT, like any other public body, is subject to legal restrictions on
information disclosure. These restrictions prevent us from disclosing
complaints against a specific business, whether or not a particular
business is under investigation and/or the status of any such
investigation. However, when and if an investigation results in formal
action being taken by the OFT, following all the legal rights of the
business concerned having been observed, it is our policy to publish the
outcome in such a manner as is considered most appropriate (for example,
on the Public Register).
Information restricted by Part 9 of the Enterprise Act 2002 is exempt
from disclosure under section 44 of the FOIA. We are therefore unable to
provide you with the information you have requested.
