Dear Stockport Metropolitan Borough Council,

In the proof of evidence given by David Woolrich of Greater Manchester Geological Unit, the Council's own contamination experts, to the Midland Road Planning Inspectorate public inquiry in 2006 in paragraph 4.5.17 he states:-

Circular 17/89 makes it clear that even the possibility of difficulties from migrating gas would be a material planning consideration, so that local planning authorities should exercise due caution in granting planning permission unless reliable arrangements can be made.

Please supply me with all minutes of meetings, emails, reports, handwritten notes of telephone conversations, memos or anything held in writing showing how this important issue is currently being addressed. The documents you sent me strangely and expensively by post, show this site is gassing up to 78% methane.

This is a current issue, the matter should be being addressed by the Council, so there should be no expense involved in letting me have this information.

Stockport Council will respond to your request within 20 working days. If

Most reputable PA's continue to monitor landfill site for 30 years AFTER they have been closed,hence, I would expect the SBC to hold a shed load of documents on the Vale View School landfill site.
It is a reasonable request ,in my view, for any member of the general public to view this SHED LOAD of landfill documents.??!!

I am writing in response to your request for information below (Ref 5145).

The response to your request has been prepared by the relevant Council
service and is as follows:

 

Information regarding potential construction on Blackstone Fields

 

The Council would like to provide reassurances that reliable arrangements
will be made to ensure there are adequate gas protection measures and
remediation carried out to ensure the development is safe for the end use.

 

Any issues regarding land contamination is a material planning
consideration and the Environmental Health Department are the consultees
in this respect. A memo has been sent from Environmental Health to the
Planning Department to ensure these important issues are addressed. This
is included in the FOI response, which has been posted to you today.

 

The developer is currently carrying out a land investigation on the
Blackstone site as part of the planning requirements and a suitable
remediation strategy will be designed dependant on the findings of the
investigation. The Council has not yet received this from the developer so
this cannot be submitted as part of this FOI request at this time.
However, you have previously been provided with the WML report dated the
27/06/11 which details the borehole logs and initial results.

 

When the final remediation strategy is received, the Council will
commission an independent consultant to review this to ensure the
recommendations made will provide adequate protection to the end user.

 

Furthermore the Council has commissioned further monitoring off site to
ensure there is no risk to existing housing. Nine rounds of monitoring
have been carried out in boreholes labelled WS1 to WS12. The results of
these are included in the report from BSL which has been sent to you
today. Further boreholes were installed by Geo-Assist to ensure there was
no risk of methane to houses south of the site. These have not shown any
issues with gas. The results of this monitoring are included in the
response to your request, which has been sent to you today.

 

The Council will continue to monitor off-site for at least a further 12
months.
