Dear Stockport Metropolitan Borough Council,
I previously asked about the, I assume, multi million pound
development at the Blackstone site in Offerton. When you supplied
the information there was virtually no information of the outcome
of any meetings for this entire project - see links below.
I believe the matter is to be decided at the Executive Meeting on
the 9th of January when both the public and press will be excluded.
Could you please let me know why this decision to exclude the press
and public was made if it is indeed the case? If this is the case,
it appears the entire development has been a virtually secret one -
like the toxic waste dump school. This is a LibDem council and
ostensibly the LibDems believe in open and transparent government.

In addition, you posted me the contamination reports of June and
August 2011, incurring £4.41 postage (I would always collect
anything from the town hall to save postage as I have told you
previously) and photocoping a massive report when you could have
just sent me the link. I suspect this might have been so the report
showing the land is seriously contaminated with 78% methane and
over 33% CO2 amongst other things wouldn't be in the public domain.
I don't know otherwise why you would have posted the documents
instead of pointing me to a link. Please let me have a link to the
Blackstone contamination documents from June 2011 and August 2011.
It might be easier, given that we are having such problems with
what is going on at Stockport and planning, to simply put all
documents regarding important projects up on the Internet for
interested parties to read. Then we would have transparency in
planning, which we desperately need in this town
Again, in respect of this huge project, I have been able to find
virtually nothing about what has gone on. This can't be right and
the Council must change the way it operates to be seen as open and
accountable.

There is nothing on the Executive Meeting agenda for 9th January about
this.
For information, when reports are marked ‘exempt from publication’ they
are not released with the agenda. The agenda sets out the reason why the
reports have not been published. The Committee itself takes the decision
to keep the documents confidential and to discuss them in private. The
reason for the exemption is then recorded in the minutes.
Regarding the document you have already been provided with, this is only
held by the Council in paper form, which is why it was sent to you through
the post. There is no electronic copy to send you. A link – as you refer
to in your email below – could only be sent to information which is
available on the Council website or another public website.
If you are unhappy with the way we have handled your request for
information, you are entitled to ask for an internal review; however you
must do so within 40 working days of the date of this response. Any
internal review will be carried out by a senior member of staff who was
not involved with your original request. To ask for an internal review,

It is completely ludicrous in this day and age that complicated

- probably incorrectly - point to the background for item 6()i - "DC048027 - Dialstone Centre, Lisburne Lane, Offerton"
I would have thought the reference should be to the right site; mind you item 6iii background reference is also pointing to the same?
