Dear Mr Nunn, I have pleasure in providing your requested information as below:
The council does not have or operate any form of 'blacklists'.
I think the matter you are referring to is the potentially violent Persons register, used to inform staff to be careful when visiting certain customers.
People on the register are informed in writing that their name is going on this register, the incident that lead to this decision and the length of time in months that they will be on this register for.
All records are totally removed once the expiry date has been met. There are currently 53 names and addresses on the register as at July 2009. This register is shared on a strictly need to know basis with frontline managers within the council, upon request, to ensure sensible H&S precautions are in place before a visit commences.
The register is not shared with any other organisations.

Dear Satterthwaite Peter,
No, I am not specifically referring to this matter, I just used it
as an example of one such blacklist. What about persistently
unreasonable complainants register/blacklist among others. Please
supply the information requested and stop dodging the issue.
In addition it has been proven that the register you mention was in
fact shared with other organisations so I would be obliged if you
would stop trying to assert otherwise.

A blacklist (or black list) is a list or register of persons who, for one reason or another, are being denied a particular privilege, service, mobility, access or recognition. ...
Most councils have a register/blacklist for persistently unreasonable complainants and often put people on the list that are are just persistent in pursuing their rights. They often use the list as an excuse for not responding to valid complaints. Most councils also have an array of other registers/blacklist although they don't like to admit they exist because of data protection and defamation issues. The Slough Blacklist distributed to all and sundry is evidence of that and the lady in question is an example of a person who is persistent in fighting for her rights.
