Dear Nottingham City Primary Care Trust (PCT),
Please would you be kind enough to inform me how many transsexuals
, or patients being treated, or who are waiting for treatment for ,
or who have been treated for, gender dysphoria, and gender change,
you are presently refusing to communicate with on any matter,
through your policy of denying any patient you wish to discriminate
against as being a "persistent complainer?"
Please would you inform me how you differentiate between a
"persistent complainer" and a patient who has been persistently
abused, in every conceivable way, by your failure to provide
genuine medical treatment, and by your complicity in psychiatric
abuse, through your refusal to investigate it ?
Who precisely makes these decisions ?

We can confirm that we do not hold any information in relation to the matters highlighted within your request, as NHS Nottingham City is not refusing and never has refused to speak to or communicate with patients or members of the public.
Our Complaints Handling Policy and Procedure contains an unreasonably persistent complaints procedure, which sets out the definition of an ‘Unreasonably Persistent Complainant’ and the associated decision-making process. Please refer to Section 13 and Appendix 3 of the Policy, which is attached for information.
We have noticed that the subject heading on your request, which is replicated on the ‘What Do They Know’ website, contains a statement of opinion by you. As such, we would like to take this opportunity to make it absolutely clear that NHS Nottingham City does not under any circumstances blacklist patients on the basis of their sexuality.

Dear Germain,
I am writing in response to your email dated 23 April 2011 in which you requested an internal review of the handling of your freedom of information request dated 26 January 2011 entitled 'Blacklisting of transsexuals and homosexuals at Nottingham PCT'.
A Freedom of Information Panel consisting of the Director of Delivery & Performance, a Non-Executive Director and the Head of Information Governance convened on the 3 March 2011 to consider your request entitled ' Nottingham PCT's arbitrary blacklisting of patients'.
The panel also considered the other requests for information submitted by you including the request above. Following the review the Panel concluded that the original response provided to you was correct.
However, the Panel noted with some concern the serious nature of the allegations made within your emails and so referred them to the Director of Quality & Patient Safety for consideration. As a result, the Director of Quality & Patient Safety has commissioned an independent investigation into NHS Nottingham City’s complaints procedures. If you would like the opportunity of contributing to this process, then please write to the Director of Quality & Patient Safety
