Dear Worcestershire County Council,
How can birth parents find out if-
1.Their birth son or daughter is officially registered?
2.Their birth son or daughter is officially on the register?
3.Would a birth parent be entitled to this information under
sections 7 and 35 of the Data Protection Act 1998 in the UK?
4.What Human Rights would apply,if any for birth parents to have
these rights to find out,and also for the child?
This request would not be to find out anything about the adopted
child now,purely the 4 questions i have asked as i understand
Parental Rights are lost after a birth child's adoption has gone
through.

Dear Freedom of Information (ChS),
Thankyou for your response.By official,i mean where the adoption
is finally authorised in an official/proper way by means of getting
the child(ren) registered and the adoption(s) recorded.I'm not sure
if it is a national adoption register? This is what i was asking
yourselves.I know someone who asked exactly the same questions as i
have and the council did inform them of the answers although they
were someone from the Scotland area and they did not have to pay.I
believe my questions are general knowledge for the council and
there are only four basic questions i have asked and would prefer
an open public answer response for the benefit of the public,as i
believe this site is intended for that purpose.I appreciate your
offer for me to email instead but this is really all i would like
answered.

Dear Ms Simmons,
Please see the attached email, dated the 03/02/2012, which has in it, attached Worcestershire County Council's response to your Freedom of Information Request. As explained in the letter the request was not dealt with under Freedom of Information as it was not a request for published / recorded information, however the Children's Services adoption team did provide a brief answer to your questions at the end of the attachment, also included below.
'Adoption orders are made in the courts and information about adoption orders are kept by the registrar general. The information kept by the registrar general cannot be accessed by birth parents directly.
If birth parents are seeking information about an adult birth child (ie child is over 18yrs of age) they can approach an intermediary agency to act on their behalf to indirectly try to make contact. However, they have no rights to any information about the adopted person.
Birth parents have no rights under data protection or human right legislation to any information about an adopted child.'

Dear David Price,
I would like to forward you the response from this same request i
made to Bromsgrove District Council.They do not hold the
information but here it what was said in part:-
"Bromsgrove District Council does not have responsibility for the
registration of births in the district,or for other related
matters.Please refer your request to Worcestershire County
Council."
My request has now been answered under this same heading 'Birth
Parents Rights To Knowing If Their Birthchild's Adoption Is
Recorded And Registered.'elsewhere on this same site.

So a birth parent with parental rights would not have no rights or knowledge of these questions i ask prior to their child(ren) been adopted,at a time when they do maintain parental rights?
