Birth Certificate Mandatory?

Ian-James: Kerr made this Freedom of Information request to General Register Office

Response to this request is long overdue. By law, under all circumstances, General Register Office should have responded by now (details). You can complain by requesting an internal review.

From: Ian-James: Kerr

27 July 2009

Dear Sir or Madam,
under the Freedom of Information Act 2000
I require some clarity on the subject of Birth Certificates,
It is my understanding that when you Register anything / anyone you
are then handing over OWNERSHIP of that anything / anyone, if this
is so then why would the Government of the United Kingdom require
the ownership on any of my CHILDREN or PROPERTY? is it compulsory
by LAW? and by LAW I mean COMMON LAW the LAW of the land, the only
LAW that applies to me the "human being" without consent, since
this country is under COMMON LAW jurisdiction, I as a "human being"
and my children who are also "human being(s)" ACT(S) and STATUTE(S)
DON'T apply to me or my children without my consent.
I look forward to your reply.

WITHOUT PREJUDICE,

Ian-James: Kerr

Dear Mr Kerr,

Thank you for your email of 27 July concerning birth registration.

The law which covers birth registration in England and Wales is the Births
and Deaths Registration Act 1953. This places an obligation on the parents
of the child to attend to give the necessary information to the regstrar
within 42 days of the birth. This is intended to ensure that there is a
legal record of each birth which takes place, which amongst other things
is a protection for the child itself. It is not about "handing over
ownership", but simply fulfilling an obligation to ensure that the record
of an event (a birth) is registered.

I hope this is helpful.

If like myself, you my have wondered if birth certificates are mandatory in the UK, I have made an extensive search on the subject but can find no evidence to support that they are, I note that Mr Kerr has asked the same question but has not received a reply. If anyone has any such evidence please post it here.
