Freedom of Information Questions
1. What was the final grant agreed with the Big Lottery re Big Play
in Arun District?
2. What payments have been made to voluntary groups under this
award, how much in each case, when, and for what purpose?
• What future payments/grants are due?
• What will come from the Big Play award and what from Arun?
3. Please supply a copy of the final agreed grant
application/outline/details
4. Concerning the Play Ranger grant element:
a. Who operates this element?
b. What is the annual budget for each year?
c. How is this broken down in each year?
d. What periods are covered by the annual elements?
e. How much has been paid in salaries and NI this year?
f. What other operational costs have been incurred – e.g.
equipment, materials, fuel, insurances?
g. How many sessions were held and where?
h. What were the attendance figures?
i. Were children registered at each session?
j. What was the cost of the trailer used for the programme?
k. Between what dates were(will) staff (be) employed on the 2009
element?
l. What were the hourly rates of pay?
m. Were any of the staff employed by Arun or Inspire Leisure prior
to the 2009 element and if so in what capacities?
n. Have any been employed/will any be employed by Arun or Inspire
Leisure after the 2009 element, and if so in what capacities?
o. Were children charged an entry fee?
5. Why was the Village Fun element proposed by Inspire Leisure
turned down by the Big Lottery? – please supply copy of the
relevant letter from the Big Lottery and a copy of the Inspire
Leisure proposal.
6. What are the differences between the Inspire Leisure and Arun
Play Ranger proposals?
7. Has an Arun Play Partnership been formed?
• If so, who are its members? If so, please supply copies of
minutes/notes for every meeting.
• If not one was not formed, why not?
8. What element in the grant to Inspire Leisure is allocated for
children’s community play schemes and projects?
9. What grants have been made by Arun District Council for
community playschemes an d projects since 1st April 2004 to date,
and how much and to which organisation in each case?
10. Were Enhanced CRB Disclosures sought and obtained for all staff
engaged in the Play Ranger element and were these received prior to
the start of the summer programme this year?
11. Concerning the funding awarded by the Government for children’s
play to Arun:
a. How much was awarded?
b. Please supply copy of the submission put to the government?
c. What is being spent on play areas?
d. Is any being awarded to local community groups? If so, to whom,
for what purposes and how much in each case?

Dear Sue Fairs-Browning,
Many thanks indeed for your reply and attachments. I will look at
these and if I have any queries I will get back to you. I note that
you have claimed exempt status for questions about staff salary
levels. I can't see why this is as I am not asking for details of
any individual person's salary just hourly rates. So I'd ask you to
look at that again - 4e and 4l. It should be possible surely to
tell me the salary spine and ranges.

Dear Sue Fairs-Browning,
Further to your detailed reply which I have acknowledged, I have
some clarifications and queries to raise, and I will use the same
numbering as my original:
4k: what will the Play Rangers be doing following the end of the
summer period, until 2nd February, and will they continue in post
after that date?
5 I was unaware of the Out and About Sessions by Inspire Leisure
(these were the equivalent of the Council Leisure Departments
previous Village Fun Sessions). Please supply for this:
+ Any reports received from Inspire about the operation of this
activity in the recent summer period
+ attendance figures
+ locations visited
Can the Council tell me how a contribution from Inspire Leisure can
be included as true income when Inspire itself is funded by Arun,
and can you inform me of the annual grant aid agreed for Inspire
Leisure this year by Arun and the projections for the next 2 years.
(See below also).
On 7, you told me when the last one was held but you have not
replied ot the question I asked - which was who are its members,
copy of minutes/notes fpr every meeting and if it has not met, why
not? Please answer this.
On Q8: I think this was not stated clearly by me in the original
question so I will rephrase it:
What is the element to be spent on children's play provision
included in the grant given by Arun to Inspire Leisure in this
financial year, and for last year, excluding the Big Play grant?
Please supply copy of both year's full submissions/applications to
the Council by Inspire, plus any non-exempt Arun papers, records of
cabinet and cabinet member decisions, and the amounts of the full
grants to Inspire in years 2007-08, 2008-09, 2009-2010, and for
2010-2011.
I realise some of this is new FoI and some clarification of
existing request.
