Thank you for your request below.
The removal of Policy EM11 - Bidston Observatory and the Proudman
Oceanographic Laboratory, from the Council's Unitary Development Plan
adopted in February 2000 arose from a requirement of Schedule 8 of the
Planning and Compulsory Purchase Act 2004 and a Direction issued by the
Secretary of State in September 2007, which was intended to remove
policies and proposals from existing old-style development plans which
were no longer valid or no longer compliant with national policy.

The background to this issue was set out in a report to the Council's
Cabinet on 28 March 2007 (Item 15) which can be viewed at

Policy EM11. A schedule of compliance for each of the Part Two policies
