Dear Brighton and Hove City Council,
1. Please supply information on the number of Summonses and
Liability Orders issued by the Council in respect of Council Tax,
for each of the financial years since April 1992 to the present,
itemised separately by year and document type, and the total fees
charged for each year (specifically for the two documents), again
itemised separately by year and document type.
2. Please confirm what systems are used for the production of
summonses and liability orders by the council and provide figures
for the costs to the council of undertaking these tasks from 1992
to the present.

I am writing to request an internal review of Brighton and Hove
City Council's handling of my FOI request 'B&HCC Council Tax
Summons and Liability Order fees'.
A response to my request is long overdue and no reason for this has
been forthcoming. Accordingly I ask that the council undertakes its
internal review procedure without further delay.

I have received via the Information Commissioner’s Office your appeal
following your request for information foi/759/11 as per below.
Please accept my apologies for the delay in getting a response to your
request to you. The response to you was late for which I apologise.
The reason for this was a resource issue, with the staff member usually
assigned to this service being on long term sick leave. A member of staff
was allocated to cover this period of absence, but when the sick leave was
unexpectedly lengthened, it meant that we were short of staff. This lead
to the delay in getting your response to you.
We do take our responsibilities under the Freedom of Information Act
seriously and staff are back in place to ensure that this does not happen
again.
From our records a response to your request fro information was sent to
you on 21/11/11. If you did not receive this please let me know.

I have been researing these figures from councils for a few years. It seems a lot of councils increased the ammount of liability orders aroujd the same time ( 2004 > ). The other interesting figures to know along side these are
0. the amount of bills sent per year
1. The suscsefull collection rates each year ( % )
2. The ammount of accounts sent to baillifs py
3. total ammount collected by baillifs. py
My research has pointed me to an astonishing finding.
A few councils seem to have increased the ammount of liability orders they were getting to falsely inflate the collection rates. Its abit hard to explain but if you read this, you may have an understanding.
