Dear Bracknell Forest Borough Council,
I believe that the Berkshire Local Investment Plan,
led/co-ordinated by Bracknell Forest Borough Council has identified
62 strategically important schemes, projects or programmes which
are considered priorities for Homes & Community Agency Investment
in Berkshire.
I also understand that the (LIP preparation) process considered
each scheme in terms of how it:
• Fits with the 4 strategic priorities of housing, regeneration,
sustainable communities and transport, with an emphasis on the size
of the housing element of the scheme;
• Delivers wider benefits including social, education, training,
health and sustainability
• Will be delivered, the risks to deliverability and other risks;
• Fits with local priorities.
The process scored each site on a 3-point scale, giving each site a
minimum score of 4 and a maximum of 12.
I cannot understand how the Priory/Platt Court redevelopment in
Hungerford, West Berkshire merits inclusion as a 'strategic
priority' in the plan, and I would therefore be grateful if you
could supply the following information:-
(1)The points allocated to the Priory/Platt Court under each
of the assessment criteria used.
(2)Any documentation/representations used to support the points
allocation.
(3)Any independent verification of the points
allocation/representations.
(4) Dates of all the workshops held to facilitate production of the
LIP, together with attendees, agendas and any minutes/action points
arising from the workshops.
(5)All correspondence from/to West Berkshire Council and Sovereign
Housing regarding the Priory/Platt Court or a supported
living/extra care scheme in Hungerford.
(6)All correspondence to date with the Homes & Communities Agency
regarding the Priory/Platt Court development.
(7)Finally, could you please advise of the dates of any LIP update
meetings held or proposed, since it was first signed last
September.

Dear Bracknell Forest Borough Council,
Please could you supply a reason why provision of this information
has been delayed.
The buildings to make way for the development in question
(Priory/Platt Court Hungerford - planning application
10/01928/FULEXT)are under threat of demolition.
However not all of the flats were owned by Sovereign Housing and it
appears that as part of Sovereign's risk strategy for delivery of
this project they had discussions about using legal powers
available to West Berkshire Council through the Compulsory Purchase
Order powers under section 17 of the Housing Act because the
development is identified as a 'strategic priority'. It's inclusion
in the LIP is therefore more significant than I first thought.

Please note that there was a move away from the points system to a themed
system. One of the themes is the extra care housing programme. The points
are not relevant to the final decision. Also that the Priory/Platt Court
is not referred to by name as a scheme within the LIP.
The LIP identified four over-arching objectives and within those, twelve
investment themes, see below.

The Berkshire LIP identifies 62 schemes, which, if delivered, will achieve
the vision for Berkshire. From this long list of schemes, seven have been
selected for their strategic importance beyond their local impact. The
criteria referred to at Appendix 1, paragraph 119 Table 39, p52, was used
to select the seven strategic sites. The West Berkshire Extra Care schemes
do not fall within the list of seven sites of strategic importance but do
meet the overarching objectives and one of the investment themes, hence
their inclusion in the list.
(Question 2) Any documentation/representations used to support the
points allocation
(Answer 2) I am instructed that the criteria as published in the LIP (see
Appendix 1, paragraph 119 Table 39, p52) was used when considering points
allocation and that no representations were received in relation to points
allocation.
(Question 3) Any independent verification of the points
allocation/representations.
(Answer 3) As there were no representations made there was no independent
verification of the points allocation.
(Question 4) Dates of all the workshops held to facilitate production
of the
LIP, together with attendees, agendas and any minutes/action points
arising from the workshops.
(Answer 4) The first workshop, held on 7 June and related to Registered
Providers and Developers (see list at Appendix 4, Table 42, p66). The
second workshop was held on 21 June, and related to Agencies (see list at
Appendix 4, Table 41, p65). The Council does not hold minutes or action
points of these meetings.
(Question 5) All correspondence from/to West Berkshire Council and
Sovereign
Housing regarding the Priory/Platt Court or a supported
living/extra care scheme in Hungerford.
(Answer 5) I am instructed that there was no correspondence between
Bracknell Forest Council LIP team and West Berkshire Council and/or
Sovereign Housing regarding the Priory/Platt Court. Therefore the council
does not hold information falling within the ambit of this element of your
request.
(Question 6) All correspondence to date with the Homes & Communities
Agency
regarding the Priory/Platt Court development.
(Answer 6) I am instructed that there was no correspondence between the
council's LIP team and H&CA regarding the Priory/Platt Court development.
The council does not hold information in relation to this element of your
request.
(Question 7) Finally, could you please advise of the dates of any LIP
update meetings held or proposed, since it was first signed last
September.
(Answer 7) Following the approval of the LIP on 23 September by the
Leaders' Meeting, the LIP has been ratified by the processes of the six
unitary authorities. The LIP project team was disbanded on the approval of
the LIP.

Dear Nicola Thurloway,
Many thanks for your response. Please could you send the table
through as an attachment - as you anticipated the formatting has
gone a little awry.
I am also going to ask for an internal review of your response as
it is difficult to understand how Bracknell Forest could have led
this process which will ultimately result in the investment of
millions of pounds of taxpayers' money without any validation of
the data or audit trail/documentation relating to the submissions.
I should also point out that you are mistaken in saying that the
Priory is not a named scheme in the LIP. I refer you to number 22
in Table 38 which I have cut and pasted below (experiencing the
same issue as you with formatting!)

I appreciate that this development is in West Berkshire and not
Bracknell Forest, and if inclusion in the LIP was based on self
assessment/scoring by West Berkshire Council then that does shed
some light on why it scored 11 out of 12 points when the score
should have been far lower. See West Berkshire Planning Application
10/01928/FULEXT for the full detail of this scheme - at the time of
inclusion in the LIP this scheme had not received planning
permission and there were objections to the application relating to
overdevelopment(IN A GARDEN), inadequate access and parking, impact
on an AONB etc. Obviously the West Berkshire Council
representatives who 'scored' this scheme did not consider these
issues a 'risk' to deliverability/grant of permission and as the
application was approved unanimously their risk assessment was
correct, although this does rather support the suspicion that the
planning application was PREDETERMINED. There were/are further
practical issues surrounding the demolition of (then) fully
occupied existing flats, some of which were/are privately owned.
Whilst I can appreciate that West Berkshire Council/Sovereign
Housing seem to have supplied incorrect information/scoring to the
LIP team, Bracknell Forest 'led' the LIP process and should surely
share some of the accountability?
Finally I'm surprised that there is not a rolling review programme
for the LIP. I'm pretty sure that this conflicts with other
information I have obtained, but I'll have to double check the
source. In the meantime I'd be grateful if you could double check
this issue as part of the internal review.

credible that a named development can have been included in the
Local Investment Plan without any supporting/accompanying
documentation.
I do however take your point that my request may have been
interpreted very specifically, and I will therefore submit a
further more general request which hopefully might elicit the
required information before the Commissioner commences his review.
Finally I would like to draw to your attention a version of the LIP
(see link below) made public by Reading BC which includes a
schedule of all the updates to the draft LIP. I imagine these
updates are supported by some kind of documentation, which I trust
you were made aware of when performing your review?
