2. How much Brentwood Borough Council paid for the site.
3. If the site was obtained in 1974 from the predecessor local
authority, Chelmsford Rural District Council, how much they
originally paid for the site.
4. Whether Brentwood Borough Council paid for the construction of
the roadway and layby, and if so for what cost.
5. Any covenants or agreements with third parties relating to the
site, or the provision of the roadway and layby.

It has been pointed out to me that there was a request for
clarification which I missed.
I do not believe it is reasonable to request a scale plan.
Brentwood Council has recently regularly, in press statements and
meetings, referred to this site as 'Bell Mead' without any
confusion.
If you believe that the council owns multiple sites with that name,
please provide the details for all of them.

Dear Leanna,
I still wish to pursue the Internal Review of the handling of this
request.
Firstly, the request for a site plan was manifestly unreasonable.
Bell Mead is a roadway/carpark in Ingatestone, and is widely
discussed as such internally and externally by the council with no
further clarification being deemed necessary. You refer to the site
quite clearly as such in your response. Indeed, you have managed to
entirely respond to the query without a site plan. A site plan is a
difficult hurdle for a member of the public to comply with (and is
obviously what I am asking for information on, so I don't know
about it), and it appears to have been used solely as an attempt to
derail my request.
To remind you, my wording was quite clear - I referred to the "land
on which Bell Mead sits". There appears to be no confusion as to
what Bell Mead is, or where it is, and it should be obvious to the
Council then which land parcels are relevant.
If you believe the request was reasonable, I would suggest you
explain how there was confusion as to which parcel of land was
being referred to.
Secondly, I have concerns about two specific points in your answer.
In point 5, you state that the contracts that relate to the
construction of the carriageway. I requested details of the costs
of these works in total. Can you confirm that there are no finance
or other council records showing the overall cost of the project?
In point 6, you claim an absolute exemption due to the availability
of the title information at the Land Registry. I requested details
of any covenants or agreements relating to the land. Can you
explicitly confirm that you are saying that other than the land
charges indicated on the title information, there are no other
covenants or agreements relating to the site. You refer to
registered title EX399006, which is inaccurate, as the parking area
also extends onto EX767457 (Brentwood Borough Council ownership)
and of the 24 spaces that BBC claim in the car park, one third are
physically located in EX506273, which is privately owned freehold
land. Are you contending that Brentwood are claiming the use of
those car parking spaces and have issued penalty notices to cars
over staying in those spaces without any agreement with the land's
owner?
Finally, I am very disturbed by the pattern of half-answers,
blatently inaccurate information (only corrected when I challenged
it with facts), and extensive delays I have received in my series
of Freedom of Information Requests relating to parking in
Brentwood. I am still not confident that Brentwood Council has
complied with either the spirit or the letter of the Act, and I
would like a full investigation and this to be processed through
the formal complaints process. I note that the council's
obstructiveness coincides with a public consultation, where some of
the answers to the Freedom of Information requests contract or show
the information supplied to the public to be inaccurate or
incomplete.
I fully intend to raise the matter formally with the Information
Commissioners Office if the internal review and management of the
complaint does not appear to have been properly undertaken.

Dear all
I attach a copy of my findings following a request for an internal review
by Mr Williams to the Council’s response to his initial and emailed
request for information relating to Bell Mead in Ingatestone. I attach a
copy of my review and findings, but I have not attached copies of the
information sent to him. I can send these to you if you wish?
I will however refer to the part of his request where I find that the
Council needs to make further and urgent investigations.
Below, I confirm what Mr Williams requested in his initial request for
information; what we said in our reply; what Mr Williams said in his
request for review, and you will note my confirmation to him in my
findings to refer this matter to Adrian to conduct further investigations
into his request and to liaise with whomever where necessary, in order to
respond to this element of his request for information.
Mr Williams asked initially, (and specifically relating to the roadway and
lay by at Bell Mead), “whether Brentwood Borough Council paid for the
construction of the roadway and layby, and if so for what cost”
Adrian commented on this part to Laurie thus, “Brentwood Council
constructed the carriageway and parking areas I believe in the early
1990’s and no longer have records of the contracts that were accepted as
part of the tender exercise leading to the construction of the carriageway
and parking areas.”
In our formal response this was repeated. “It is believed that the
Council constructed the carriageway and parking areas in the early 1990s
and no longer has records of the contracts that were accepted as part of

In Mr Williams’ request for review he said about this point, “…I have

Could you therefore investigation this specific request for information
confirming whether you hold the information, and if there are no
