Dear Sir or Madam,I regret that you are unable to assist in this
matter though I cant understand why.The decision to grant a licence
to introduce beaver if made without any information was grossly
irresponsible. The Minister surely based his decision on some sort
of risk assessment. I therefore ask for the information upon which
the Minister based his decision.

For the Scottish Executive to have granted a licence to introduce an alien species into the Scottish countryside,and not be able to produce the information upon which the decision was based, rather calls into doubt the honesty of the decision.

Dear Mr Hamilton

I'm not sure which question you refer to. My colleague Claire Turnbull
in her response to your request for information, stated that the
Parliament does not hold the information on which the Minister made his
decision to introduce beavers. Rather, you should submit an information
request to the Scottish Government, which the Minister is a member of,
which is responsible for the decision to reintroduce beavers to
Scotland, and which is run as a body independent of the Scottish
Parliament. The Scottish Government is also listed as a separate body in
the Freedom of Information (Scotland) Act.
