BBC World Service repayment of grant in aid

Dear Foreign and Commonwealth Office,
This FOI request is for full details of the agreement between the
Foreign Office and the BBC World Service under which the BBC World
Service has agreed to pay back to the Foreign Office some £7.7
million of grant in aid money.
The information I require in particular:
Copies of all e-mails(addressed internally and externally) relating
to all requests, discussions and decisions regarding the BBC's
repayment of grant in aid money to the Foreign Office. Also, all
letters (addressed internally and externally) that mention the
repayment of grant in aid funds to the Foreign Office, and any
minutes or memoranda recording meetings (either formal or informal)
to discuss the repayment.
A full list of all BBC capital projects that will have to be
curtailed as a result of repaying grant in aid money to the Foreign
Office.
A breakdown of how much of the £7.7 million derives from the 2009 -
2010 World Service budget and how much from the 2010 - 2011 budget.
I would like copies of all e-mails (addressed internally and
externally), letters (addressed internally and externally) and
minutes or memoranda relating to the involvement of the Director
General, Mark Thompson, and the Chairman of the BBC Trust, Michael
Lyons, in requests, discussions and decisions regarding the
repayment of grant in aid money to the Foreign Office.

Dear Mr Townsend,
Many thanks for your email of 3rd June in which you wrote that you
required more time to consider the public interest in disclosing
the information I am seeking. I note the best practice guidance
from the Information Commissioner suggests that such time
extensions should only be used when the issues to be considered are
"exceptionally complex".
You also request an address so that you can respond in hard copy. I
would prefer that you reply by email so that the material is
publicly archived and available on the website whatdotheyknow.com
through which I made my original FOI request to you.

"Lily Burlero" is clearly a pseudonym and this request should have been binned without action. ("Lilliburlero" is the name of the BBCWS theme music often played before the news.)
