Dear Mr Andrews
Your information request to Hillingdon Borough Council
Thank you for your correspondence dated 30 March 2010 in which you complain about Hillingdon Borough Council’s failure to respond to your information request.
In cases such as this the Commissioner does not consider that serving a formal decision notice would serve any strong public interest. However, I have written to the public authority to provide them with a copy of your original request reminding it of its responsibilities and asking it to respond to you within 10 working days of receiving our letter. I attach a copy for your information.
As you will see, even though the Commissioner does not intend to issue a formal notice in this case, your concerns have been taken seriously. Thank you for bringing this matter to the attention of the Information Commissioner.
If Hillingdon Borough Council responds and refuses to release the information you have asked for and you are dissatisfied, you may, after exhausting their internal complaints procedure, complain to us again.
This case has now been closed with the delayed response element showing as ‘withdrawn’ on our records. If you do not receive a response within 10 working days or are dissatisfied after having exhausted the internal review process mentioned above and would like us to look into the matter, please contact us quoting the reference number on this letter.
Should you have any questions about this please contact our Helpline on 08456 30 60 60, or 01625 54 57 45 if you would prefer to call a 'national rate' number.
Yours sincerely,
Cath Schofield

Dear Mr Andrews
I am writing in response to your Freedom of Information Request below.
Please accept my apologies for the slight delay in our response.
1.Please provide the letter from the BBC to hillingdon council
Please see attached. It is important to note that this survey was not
sent as a formal FOI request. London Borough of Hillingdon spoke to the
BBC in regards to this matter as at the time we were unable to supply
the information they were requesting as we were still undergoing the
budget process for 2010/2011. The BBC were satisfied with our response.
2. Please indicate what expected spending reductions will be for
hillingdon over the next 3 yrs (express as % and also a figure)
The council's budget pressure for the next 3 years (2010/2011 -
2013/14) is estimated as being £15,334,200(around 7%). Although we
cannot be exact as we do not know the size of grant from government.
For more information on the Councils budget for 2010/2011 I would direct
you to the Budget Report which is on the Councils Website
http://www.hillingdon.gov.uk/media/pdf/9...
and the Councils Medium Term Financial Forecast which is also on the
Councils Website.
http://modgov.hillingdon.gov.uk/ieListDo...
3. please indicate what the expected spending reductions will be
for hillingdon over the next 5 yrs (express as % and also a figure)
We do not hold this information as our Medium Term Financial Forecast
only goes forward 4 years. It is important to note that we are under no
obligation to create new information in response to a Freedom of
Information Request. Please see the link above for the Councils Medium
Term Financial Forecast
I trust this provides you with the information you are seeking.
If you are not satisfied with our response you should put your
complaint in writing, within 2 months, to:
Principal Corporate Lawyer, Legal Services, Civic Centre, High St,
Uxbridge, UB8 1UW (or via email to [Hillingdon Borough Council request email] marked for the
attention of the Principal Corporate Lawyer).
Please remember to quote the reference number above in any future
communications.
If you are not content with the outcome of the internal review, you
have the right to apply to the Information Commissioner for a decision.
The Information Commissioner can be contacted at: Information
Commissioner’s Office, Wycliffe House, Water Lane, Wilmslow, Cheshire,

Mr Ingle,
I do not consider a 40 day period in excess of the FOI 20 day
response time to be in anyway a SLIGHT delay.
You observe very strange standards at Hillingdon Council.
I request that this matter is reviewed as an internal review in
relation to your decision not to provide the 5yr data requested.
In addition I would request a proper apology in relation to your
lengthy delay in responding to this request.
Yours sincerely,
Mr Andrews

Dear foi,
You state you do not have financial figures going out 5 yrs. but
you are under a duty to disclose as much information as possible
under the FOI act. to that end you should provide the information
the Council does have, for example going out 4 yrs or 3yrs etc
If you confirm you do not have any financial forecasts, I would
have serious questions in relation to the councils discharge of
it's fiduciary duties.
Yours sincerely,
Mr Paul Andrews
