Basra Memorial Wall letter of direction

Dear Ministry of Defence,

In March 2010, Bob Ainsworth made a ministerial direction regarding
the Basra Memorial Wall.

In June 2010 the Treasury informed me in response to a FOI request
for that direction that the MoD was intending to publish it the
next month (i.e. July 2010):

I've been unable to find a copy of this either on the MoD website
or in the Parliamentary deposited papers.

Please could I have a copy of this direction, along with any letter
written to him stating that the direction would be required?

Dear Mr Rolland,

I can't easily send attachments, but I've put another copy at
http://urchin.earth.li/~ganesh/temp/hmt.... in case it's the
WhatDoTheyKnow site you're having specific problems with.
Unfortunately the letter is scanned as an image rather than being a
text PDF, so I can't just cut and paste the relevant passages into
this email.

Nonetheless, my request stands separately from the Treasury's
letter, which I mentioned just to provide some context.
