Dear Sir or Madam,

Who decides the level of the basic Living Cost Loan? Are there any
plans to increase it significantly in academic year 2008/09 to help
students with the big rises in basic food costs?

Yours faithfully,
Karen Fill (Mrs)

Doesn't answer the question in my view. May be worth submitting an FOI request to Department for Innovation,
Universities and Skills.

I did write to DIUS (not as an FOI) and received a reply from Bill Rammell saying that "the Student Income and Expenditure Survey (SIES) provides information on the financial position of HE students and helps the Department develop policies to support students more flexibly." It also said that "Student loans are reviewed annually in the light of the Government's estimate of rising prices."

So basically that meant a 2% rise this year regardless of the food and fuel rises. I haven't responded to DIUS as yet, but yesterday's announcement that they've made a mistake with their calculations and are not going to be able to meet their current commitments to support students is appalling, so I may well take this further.
