Barriers to full disclosure with FOI enquiry or SAR

Dear Scottish Police Services Authority,

How do I lift barriers like "exempt" "NCND" Not confirm not deny
and "High risk" to obtain the FULL data held on my name and Nino
when doing FOI enquiries or SAR Subject Access Requests?
For data filed and blocked 3 ways as described, which were
slanderous malicious and fabricated can the authority or data base
officer refuse full disclosure to escape being exposed for data
entries that constitute malicious slander, libel and fabrications
that obstruct justice?

Dear Davie Lindsey,

on your question "Could you
confirm if you are making a formal complaint or request for review
in terms of either a subject access request in terms of the Data
Protection
Act 1998 or a response received in respect of an FOI request to the
Scottish Police Services Authority?"
This is not a complaint at this stage, it is not a request for
review of a SAR. I had placed the same question(25/3) to the
Ministry of Justice: MoJ classified my question as Enquiry on the
Application of FOIs and SAR legislation re. disclosure. You can
read their reply(15/4) which in brief says that data can be filed
and processed under a persons name for the detection/prevention of
crime or terrorism. These data may not in some cases be released to
the subject/applicant, but the subject can then ask for internal
review and locate notify the data controller asking for a stop to
this data processing if it causes unwarranted damage and distress,
such as extra judicial revenge,when data processed for the
prevention of imaginary future crimes had been worded as heinous
suspicions in an alarming or alert presentation being sent around.

So the MoJ is aware that data controllers can process data in a
fair or damaging manner concerning a subject targeted with heinous
suspicions planted by CHIS and MoJ says that this can be addressed
and that data controllers can be located and notified.

Therefore the next question is: Police has a wide range of
databases:crimint plus, INI, National Police Computer,visor and
many more. On the application of SAR procedure does the subject
need one SAR for each database? or one SAR for all Police held
data? or one SAR for Scotland, another for London and another for
Thames valley and another for Surrey (for example-based on
residence relocations).This becomes necessary as
suspicion/alerts-alarms can be filed even when the subject has no
criminal record or any convictions/cautions etc depending on how
much harm a CHIS wants to do to a person and what if the subject is
not aware of the names of all databases being operated with his
name in it? My enquiry is about the mechanics and procedures of
placing SARs with the Police authorities.
