Barclays Cycle Hire Journey Data Request

Tom Barry made this Freedom of Information request to Transport for London

The request was partially successful.

From: Tom Barry

12 February 2012

Dear Transport for London,

I notice that there is no publicly available Barclays Cycle Hire
journey information uploaded to TfL's website under the heading
'Barclays Cycle Hire statistics' since 31/5/2011 despite the
response to a previous FoI request TfL Ref: FOI-0756-1112 stating
that:

"The information you asked for is available on the TfL website
using the following link:

http://www.tfl.gov.uk/businessandpartner...

In accordance with section 21 of the FOI Act, TfL is not obliged to
supply you with a copy of the requested information as it is
already accessible to you elsewhere."

Since the scheme has now passed 9m hires and is being imminently
expanded, I would like to request the following:

1) Journey information in the same format as that published on the
site above, but for the currently unpublished period from June 1st
2011 up until February 9th 2012, either direct to myself or
(preferably given data volume) via the website as before
2) Further statistics extending the answer and in the same format
as given by the Mayor to Mayor's Question 0206/2012
(http://mqt.london.gov.uk/mqt/public/ques...) to give
the following; monthly cycle hire scheme sign ups and casual uses
from a) July 2010 to December 2010 and b) the month of January
2012.
3) Further information giving the monthly number of cycle hire key
renewals from July 2011 to January 31st 2012

Yours faithfully,

Tom Barry

Please note that in accordance with section 21 of the FOI Act, TfL is not
obliged to supply you with a copy of the requested information as it is
already accessible to you elsewhere.

2. Further statistics extending the answer and in the same format as given
by the Mayor to Mayor's Question 0206/2012
([2]http://mqt.london.gov.uk/mqt/public/ques...) to give the
following; monthly cycle hire scheme sign ups and casual users from a)

Alex Skene left an annotation (14 March 2012)

Regarding the number of renewals, Appendix 3 of the Serco contract shows the data held for Customer & Subscription:

http://www.tfl.gov.uk/assets/downloads/b...

The data structure does seem to support extraction of Annual subscription start dates grouped by month, and you could do this just for those customers having more than 1 subscription (i.e. if the last year's sub has finished and the next has started). This works only if they create a sub each year, and store the historic details of completed subscriptions.

If they do rolling subs and don't store the historic data, then the data may indeed not be held, but I do find this difficult to believe as it's bound to be needed for resolving customer complaints.

It's also possible that Serco have implemented the customer subscription database slightly differently to the contract, in which case it would be useful to ask for the actual data model as it would then allow requesters to ask for specific data via FOI that is known to be available. This information shouldn't be needlessly refused as Serco & TfL have already made public the intended data model in the above document.
