Dear Sir or Madam,
Of each of the past 10 years, please inform me how many bankruptcy
petitions CCBC have issued against individuals for alleged
non-payment of council tax/business rates?, and of those issued,
how many cases each year have been followed all the way through the
legal/court process to actually make the individuals bankrupt?
Could you also please list the amount of the debts in question
please.
Yours faithfully,
Mr Hall

Dear Mr Hall
Having requested two reviews against information requests submitted and
as a senior member of staff who was not involved in dealing with the
original requests I have conducted a review of both and the decision for
both is upheld for the following reasons
Although the latest requests (FOI 854-09 Bankruptcy petition made by the
Council and FOI 869-09 Court costs.) could not be termed vexatious in
isolation, it is, when viewed in context. It is a continuation of a
pattern of behaviour which can only be described as an ongoing campaign
to pressure the council.
Given the history, the volume and frequency of correspondence the
requests are viewed as harassment likely to impose a significant burden
on the Council and staff and are therefore termed vexatious
I will be requesting measures be undertaken by the Council to establish
a single point of contact for all future information requests you may
submit
Please find the following link to the ICO charter for making responsible
requests which you might find useful.

Classic! - this is the tactic they are trying with me too... Of course, if they complied with the Law in the first place, then more requests would not be required... Indeed, if the Council had not decided to embark on an unlawful (proven in Court) course of attack against me and my business, then I dare say none of these issues would ever have arisen. The corrupt Council have now dug themselves such a huge hole, all they can think of doing is continuing to break the Law and spread more and more lies, hoping the problem will go away, instead of holding their hands up and admitting they LIED to the Court in order to make me Bankrupt. Oh, and I've no doubt whatsoever the Council will again pressurise this website to take this comment off, even though it is perfectly true. If it wasn't true, then the Council could sue me for libel, or seek some kind of injunction, but of course they can't do that, as the truth is the truth. So their only recourse is to constantly attempt to keep things out of the media and the public domain.

What piece of Legislation is Mr Smith trying to use here in dictating who you can and cannot contact? - you have no legal obligation whatsoever to obey "Council Policy" - so unless Mr Smith can quote Statute Law, (there is no Common Law on this) then he hasn't a leg to stand on.
Mr Hall left an annotation (29 October 2009)
You have not termed this actual request as vexatious but state it is due to the volume of requests I have made that makes me a burden, So you will not answer. If I didnt pay my council tax, I guess I would recieve many reminders and orders to pay, could I call all the letters etc I would recieve a burden and not pay if this is the case?
