Dear sir,

Your request has been passed to the Insolvency Service (as an executive
agency of BIS) to answer. Unfortunately the Insolvency Service are only
able to provide an answer to the number of bankruptcies by the areas you
have requested. We do not have the information available to be able to
allocate areas to all company insolvencies. However for a fee you are able
to request company details from Companies House. They will be able to
provide a list of insolvent companies and their addresses for you to
analyse these yourself.

Your request was for the 5 years between 2004 and 2009 and so I have
provided figures for 2004 to 2008 inclusive (5 year period), as 2009 has
not yet ended figures are unavailable

The following 2 tables are for bankruptcies only:

To Note:

1. Bankruptcy figures only make up part of the headline individual
insolvency series, which also includes individual voluntary arrangements
(IVAs) and since 6 April 2009 Debt Relief Orders (DROs).

2. Classifying bankrupts into geographic areas is done using the
postcode that the bankrupt individual provides. The use of this in
assigning an individual to an area is only as good as the postcode
information on the system. Inaccurate postcodes or incomplete/missing
postcodes will lead to missing data. The Insolvency Service is in the
process of upgrading to a new database where records are held, one aspect
of which includes address checking software which should further reduce
the proportion of invalid postcodes.

3. The postcode information is aggregated to geographic areas using
Ordnance Survey's Boundary Line product and the Office for National
Statistics' boundary definitions. Using boundaries defined in this way and
at a fixed time allows us to compare figures over different years.

4. Table 3 gives the percentage of missing or inaccurate postcodes
nationally (England and Wales). Some areas will be more prone than other
areas to inaccurate postcodes. For this reason the figures in Table 1
cannot be adjusted proportionally to take into account these missing
postcode percentages.

Table 3

Missing/invalid
Year postcodes
2004 5.5%
2005 4.7%
2006 4.0%
2007 3.5%
2008 3.1%

5. Postcodes are assigned to geographies using the centroid of the
postcode area. As postcode boundaries are not contiguous with other
geographic boundaries, these postcode boundaries could span several
geographic boundaries.

6. It is possible a bankrupt changed place of residency
pre-bankruptcy in order to cut costs and attempt to get out of financial
difficulty. The numbers of cases recorded for a particular geographical
area reflect the postcode provided at the time of the bankruptcy order.

7. Classifying bankrupts into age groups is done using the date of
birth that the bankrupt individual provides. Table 4 gives the percentage
of missing or invalid dates of birth nationally (England and Wales).

Table 4

Year Missing/invalid birth dates
2004 7.7%
2005 7.9%
2006 6.8%
2007 7.0%
2008 6.6%
