Dear Mr Fleetwood,

Thank you for your email. The Bank of England gained independence in
1997 when the Government gave the Bank responsibility for setting
interest rates. The Bank of England is not a government department but
is listed under the Freedom of Information Act under: SCHEDULES, Part
VI, as an 'OTHER PUBLIC BODIES AND OFFICES: GENERAL'.

The Act states that:

"The Bank of England, in respect of information held for purposes other
than those of its functions with respect to-
(a) monetary policy,
(b) financial operations intended to support financial institutions
for the purposes of maintaining stability, and
(c) the provision of private banking services and related services."

Please could you tell me who set the interest rates pre-1997, and
why it was deemed necessary to give this power to the Bank of
England?

What other things did the Bank of England acquire by gaining
independence, and how did it gain independence(what bills were
passed etc. and by whom)?
