Dear Freedom of Information Generic Email,

Your response to my FOI request 'ballot boxes' is now 20 working
days over the 20-working-day deadline. This is unacceptable. If I
don't hear from you by 4pm on Monday, a complaint will immediately
be lodged with the Information Commissioner, and copies sent to the
press.

Dear Mr Elibank,

I am sorry about the delay in responding to your FOI request which has
been due to an administrative oversight.

We used 3 types of ballot boxes for the May 2011 elections some of
which were purchased from Charles Bradbury Ltd, in 2002, at a cost of
£17.95 each; some were purchased from Pakflatt UK Ltd, in 2004, at a
cost of £29 each. We do not hold information on the supplier or cost of
the remainder of ballot boxes used as these were purchased over 20 years
ago and there is no record held.

The Council operates a presumption of openness in its access to
information. It provides much information outside the provisions of the
Freedom of Information Act and it will continue to do on a “business
as usual” basis. Persons do not need to engage the statutory
provisions to access all reasonable information about the Council and
its services.

If, for whatever reason, you are unhappy with our response, you have
the right to ask for an internal review. Internal review requests
should be submitted within two months of the date of receipt of the
response to your original letter and should be addressed to Head of
Legal Services, Elmbridge Borough Council, Civic Centre, High Street,
Esher, Surrey KT10 9SD.

Should you then remain dissatisfied at the outcome of that process, you
are entitled to appeal against the decision by contacting:
