Background information about the Student Lifecycle Project

Dear Sir or Madam,

1. Appendix C (Phase 1 - Estimated Costs) of "Review of Student
Administrative Processes" that was submitted to the Senior
Management Group - Tuesday 26 June 2007 provides an itemised budget
request for phase 1 of the Student Lifecycle Project. Could you
please provide the actual spent against each item listed in
Appendix C?

2. Could you please provide me with a breakdown of the cost of the
due diligence phase (i.e. £293,982)? In this breakdown all I need
is who was paid, how much they were paid, and for what purpose?

3. Your estimated cost for phase 1 of the student lifecycle project
was £653,600 (as described in Appendix C of "Review of Student
Administrative Processes" ). However, in replying to another FoI
request (

) you stated that the actual cost was in the region of £801,655.

Could you please tell me who approved the additional funds? I also
wish to see all relevant proposals that were produced, and minutes
of all meetings that were held to discuss or approve the additional
funds.

4. On page 10 of "Review of Student Administrative Processes"
document that was submitted to the Senior Management Group -
Tuesday 26 June 2007 there is a mention of two independent
consultants visiting the University. Could you please tell me how
much each was paid and who approved the expenditure?

5. According to the high-level plan (see page 11 of the above
document) the target completion date for Phase 1 was Aug 08. Was
this achieved? If not when was this phase completed? If this phase
was not completed on time what were the reasons?

Dear Sir or Madam,

Please pass this on to the person who conducts Freedom of
Information reviews.

I am writing to request an internal review of University of
Glasgow's handling of my FOI request 'Background information about
the Student Lifecycle Project'.

Your response to my FoI request is inconsistent with the
information you provided me in you review of one of my previous
requests, please see:

In response to that request for review you stated:

“With respect to approval of the expenditure, the University’s
Senior Management Group (SMG) approved a budget of £653.6k for
Phase I of the Student Lifecycle Project: Phase I encompassed that
part of the project prior to the contract with the supplier being
signed i.e. including the due diligence. The level of spend is
clearly within the budget allocated.”

Based on this reply, Phase I encompassed the due diligence. I
therefore do not believe that your reply “Phase I was concluded at
the end of August 2008 …” is the answer to my question 5, i.e.
“According to the high-level plan (see page 11 of the above
document) the target completion date for Phase 1 was Aug 08. Was
this achieved? If not when was this phase completed? If this phase
was not completed on time what were the reasons?”

In light of this please review your answer.

You do not answer my 1st question either. Based on the information
you have so far provided to me I know that many facts have been
omitted, for example the cost of due diligence.

Again, I would like you to check your figures and provide me with
an accurate response.

There are a number of inconsistencies in the University's reply for example:

The University had already told us in a previous response that the actual cost of Phase I was £801,655. In the original response to this request the cost was apparently £218,144.24. The review of this FOI request revealed a figure of £808,017.93.

The University's reply to question 5 is again evasive. They had already told us that "Phase I encompassed that part of the project prior to the contract with the supplier being signed i.e. including the due diligence." Why did the University not admit to Phase I being delayed and give the reasons for this delay. What are they trying to hide?

The University should respect the FOI Act and not provide the public with vague, ambiguous and inconsistent replies. Is this befitting of a University that wishes to become one of the top UK Universities?
