Dear Southwark Borough Council,

Thames Clippers has informed its customers that operations from
Greenland Pier are to cease on 28 February. Please provide
information about the decision making process regarding this issue
and any correspondence between Southwark Council, TFL, the mayor's
office and Thames Clippers on this matter, including as to why the
previously announced repairs to the pier are now not taking place.

Please also provide information regarding the future plans for
Greenland Pier.

Thank you for your request for information that was received on 6 February
2012 in which you requested:

Thames Clippers has informed its customers that operations from Greenland
Pier are to cease on 28 February. Please provide information about the
decision making process regarding this issue and any correspondence
between Southwark Council, TFL, the mayor's office and Thames Clippers on
this matter, including as to why the
previously announced repairs to the pier are now not taking place.

Please also provide information regarding the future plans for Greenland
Pier.

The information that you requested is outlined below:

The decision to temporarily close the pier came from a survey commissioned
by Southwark Council carried out by a marine engineer which requested that
the pier be subject to an out of water principal inspection.
 
This required the pier to be taken away for a period of between three
weeks and three months depending on the findings of the inspection.  To
facilitate this inspection it was necessary to serve a termination notice
on Thames Clippers which was done in November 2011
 
The survey also identified additional works which would require over £200k
for improvements plus the removal of the pier to a dry dock would result
in costs of over 320k. With the financial pressures currently being
experienced by local government it was decided to ensure that the best
sustainable solution be sourced. Therefore the pier was advertised for
sale by way of a decision made an IDM report (Individual Decision Maker) 
by Councillor Barrie Hargrove.
 
The result of advertising the pier for sale was that Thames Clippers have
been chosen as the preferred bidder. They have been given a temporary
licence for one month so that the legalities of the transfer can be
completed.
