Dear Sir or Madam,
The B4055, Blackhorse Hill, Almondsbury Ward, has recently been
resurfaced, yet this opportunity has not been used to add an
advisory cycle lane to improve safety for cyclists ascending this
long and steep hill.
1) Could an advisory cycle lane have been added at this location
with negligible extra costs to the Council? Please confirm that
such advisory cycle lanes can be added at the Council's discretion,
do not require Traffic Regulation Orders and do not require public
consultation.
2) Did the Council consider incorporating a cycle lane into the
works associated with the resurfacing of this road?
3) Did the Council receive any correspondence from Councillors,
Parish Councils, Parish Councillors, or members of the public
requesting that a cycle lane be included in the works associated
with the re-surfacing of this road? Please publish details.
4) Did the Council receive any correspondence from Councillors,
Parish Councils, Parish Councillors, or members of the public
objecting to the inclusion of a cycle lane in the works associated
with the re-surfacing of this road? Please publish details.
5) Why was an up-hill advisory cycle lane not included in the works
associated with the re-surfacing of this road?

Dear D Willingham
Thank you for your freedom of information request.
A request to install an uphill cycle lane on the B4055 Blackhorse Hill
at the same time as the resurfacing was made by Cllr Peter Tyzack on 3
September 2009. The cost of installation at this stage would have added
little extra cost to the resurfacing scheme. Although there is no legal
requirement to carry out consultation, we do consult with the Executive
Member, Local Councillor and Parish Council on such issues before
deciding whether or not to proceed. In this instance an objection was
received from Almondsbury Parish Council and the local member.
As there was insufficient time to deal with these objections before
resurfacing took place, it was decided not to proceed at this stage.
