Dear Devon County Council,

Under the general requirements of the Freedom of Information Act
2000, I would be grateful if you would provide the following
information in relation to the stretch of road B3344 between the
Devon Heath turn off and the turn off to Hennock.

Dates of safety inspections undertaken on the carriageway in the
two years preceding the 14.12.2009

Details of all carriageway defects indentified during safety
inspections in the two years preceding the 14.12.2009

Details of how the carriageway safety inspections are undertaken,
including whether walked or driven, the speed of the inspection
vehicle and the number of persons in the vehicle.

The intended frequency of carriageway safety inspections

Details off all complaints and or/enquiries relating to the
carriageway, received in the two years preceding 14.12.09

The hierarchy classification

The road/section number

The defect intervention criteria adopted in relation to the
identification of all categories of carriageway potholes.

The time period adopted between identification and repair
(temporary and permanent) of all categories of carriageway defects.

Whether or not the authority has formally adopted all or part of
the standards contained within the national code of practice for
highways maintenance management.

In reply to your request for information held by Devon County Council in
connection with the B3344 between Devon Heath turn off and the turn off to
Hennock.

The information you are entitled to under the Freedom of Information Act
is as shown below and attached. Please note we have removed information
which would identify third parties from the attached correspondence. We
believe disclosure of this information would breach the Data Protection
Principles and have therefore applied the personal information exemption
under Section 40(2) of the Freedom of Information Act.

Dates of safety inspections undertaken on the carriageway in the two years

The dates of safety inspections made on this section of carriageway over
the period in question are:

Details of all carriageway defects identified during safety inspections in
the two years preceding 14.12.2009

Details of the defects found during the safety inspections on this section
of carriageway are:-

. 01/04/2008 - one pothole found at Dunley Cross

. 25/09/2008 - No defects found.

. 19/03/2009 - No defects found.

. 23/09/2009 - one pothole found near to Devon Heath

Details of how the carriageway safety inspections are undertaken,
including whether walked or driven, the speed of the inspection vehicle
and the number of persons in the vehicle

They are undertaken on a driven basis, with a driver and inspector, at a
speed enabling the inspector to observe road surface condition and other
associated defects

The intended frequency of carriageway safety inspections
Carriageway safety inspections are carried out on a 6 month (twice a year)
frequency

Details of all complaints and/ or enquiries relating to the carriageway,
received in the two years preceding 14.12.09

This is a Maintenance Category 6 road

The road/section number

This is the B3344 and its section number is 40161

The defect intervention criteria adopted in relation to the identification
of all categories of carriageway potholes

The defect investigatory criteria adopted in relation to the
identification of carriageway safety potholes on all inspected categories
of road during safety inspections is as follows:

Carriageway Defect - Pothole - A pothole (sharp edged depression or void)
is a safety defect when it is over 40 mm deep and it is greater than 300mm
in any horizontal direction

The time period adopted between identification and repair (temporary and
permanent) of all categories of carriageway defects;

Maintenance Category 3 to 6

. Immediate Action - Record

. Temporary Action - fill within 24 hours

. Permanent repair within 7 days if permanent material has not been
used under previous action

Maintenance Category 7 to 10

. Immediate Action - Record

. Temporary Action - Nil

. Permanent repair within 7 days

Whether or not the authority has formally adopted all or part of the
standards contained within the national code of practice for highways
maintenance management.

The national code of practice for highway maintenance `well maintained
highways' was issued by the UK roads board in 2005. It contains over one
hundred specific recommendations and some the council follows in full and
some in part.
