Can you please provide electronic or paper (whichever is more
convenient) copies of the following documents:
1. All tender applications for the contract to run the 2011 Census.
2. A copy of the original tender published by the ONS in accordance
with EU procurement legislation.
3. A copy of the contract (including any accompanying documents
classed as part of the contract) signed between yourselves and
Lockheed Martin for the running of the census.
Please redact the above requests as needed to allow yourself to
fulfil your statutory obligations to provide the information
requested under the Freedom of Information Act.
If information is redacted please can you specify the reasoning for
the redaction and under what exemption it is is classified as.

its about time you responded or is this another ignore the request
and they will go away ..if so this shows that you have something to
hide and are a bunch of incompident people who sponge off the tax
payers in this country and think you are above the law ..do your
duty and reply to the lawfull request

Thank you for your email. I am writing to confirm that the Office for
National Statistics has now completed its search for the information which
you requested and a copy of the information is enclosed.
(1) All tender applications for the contract to run the 2011
Census.
10 suppliers responded to the PQQ and 6 were taken to the next stage. "
of the 6 withdrew and four suppliers were left to respond to the
Invitation to Tender; these were BT, CMC, Lockheed martin UK Ltd and
T-systems.
(2) A copy of the original tender published by the ONS in
accordance with EU procurement legislation.
The invitation to tender was issued on 9th March 2006 and here is a copy

(3) A copy of the contract
Details of the costs of these contracts are commercial in confidence. The
release of this information will have a prejudicial effect on the
commercial interests of both the ONS and our supplier. It is imperative
that in order for ONS to be effective and ensure best value that ONS is
able to deal with companies in a professional and confidential manner.
There are rules which govern the tendering and supply of services, and
there is no evidence in this matter to suggest that any of these rules
have been breached, therefore the balance of public interest is clearly in
favour of continuing to withhold this information and prejudice our
tendering process in the future or our relationship with our suppliers. As
such the exemption found in S43(2) of the Freedom of Information Act also
applies to this information.
You have the right to have this response to your freedom of information
request reviewed internally by an internal review process and, if you
remain unhappy with the decision, by the Information Commissioner. If you
would like to have the decision reviewed please write to Frank Nolan,

Just to update you on my request. I requested an Internal Review to which it has been ignored. I have given them to 5pm today to respond or I am referring it to the ICO along with a complaint.
I have spoken to the ICO a few times regarding the request and I am optimistic that the ICO will force a release of the contract.
