Please also indicate which London Borough the properties are

FREEDOM OF INFORMATION REQUEST REF: 2011-880

 

I am responding to your request under the Freedom of Information Act 2000,
which we received on 3 October 2011 for information held by the Council.
You requested:

 

Number of vacant 2 bedroom properties, which could be used as 'temporary
accommodation' to fulfil your duty under section 188 of the Housing Act
1996, on the following dates: 23rd, 24th, 25th,26th, 27th, 28th, 29th,
30th September 2011 and 1st, 2nd, 3rd October 2011.

    

Please also indicate which London Borough the properties are located in
and how far in miles they are located from Kensington & Chelsea office at
Horton Street, W8 7NX

    

We are able to provide data for  the number of 2  bedroom properties,
which were used as  'temporary accommodation' to fulfil our duty under
section 188 of the Housing Act 1996, on the dates requested:

 

There were 28 placements in total for the dates requested, please note
that the 24^th, 25^th, 1^st and 2^nd fell on weekends. Overall we placed
into 10 (single rooms/studios), 6 (1 bed), 4 (2 beds), 5 (3 beds), 2 (4
beds) and 1 (5 bed).

 

Of the 2 bedroom properties let the additional details are below.

I requested the number of VACANT PROPERTIES AVAILABLE for use as
temporary accomodation - not what was actually allocated.

Dear Mr. Bresson,

 

We do not keep any records of properties that we do not use.

 

However, we tend to use everything that becomes available so it is likely
that the information did include all available properties.

 

Our housing providers send property availability lists to a number of
boroughs and in many cases, it is first come first served.

Dear Robin Yu,

The Freedom of Information request is not for properties the
council does not use - rather, for "accomodation that was available
for use" on the specified days.

That is to say, the properties that were empty on those days that
the council could have used for temporary accomodation to its
service users. Simple as that.

Obviously, the council will have this information - otherwise they
would not be able to place people in said properties.

I trust this is now clear and I very much look forward to receiving
the information requested.

Dear Mr Bresson

 

I am referring to your request for a review under the Freedom of
Information Act 2000, received on the 4^th January 2012.

 

The Council takes its responsibilities under the Act seriously.

 

We will release all information that we hold unless there is a proper
reason not to.

 

We were asked whether or not we could release information of all the
houses we had available for temporary accommodation.  This is based on a
misunderstanding of how the system works.

 

The Council’s requirements for accommodation fluctuate daily, as new cases
are presented and accepted.  We draw off our offers of accommodation from
middle brokers who are constantly sourcing a stock of accommodation and
offering these out to a variety of local authority housing departments.

 

The supply pool is therefore constantly changing and this Council, along
with others, does not maintain its own supply pool.  It would not be
efficient to maintain houses for which we had financial responsibility,
but which we weren’t using at any one point in time.

 

For that rather obvious reason, we cannot supply addresses which were
“available to us” because this is not a sensible question.

 

Your original request also requested us to supply details of distances of
the properties we were using from Kensington Town Hall, during the
material period.  That information has been supplied to the best of our
ability.

 

This completes the Review as requested by you.
