Dear Sir or Madam,
so if the police force are not employed by any company then does
this mean that their listing on certain financial data bases means
that they are actually a run for profit business?

The Chief Constable is effectively the "body corporate" for the Police Force, so they can do things like enter into contracts with vendors (eg to buy stationery, IT software or property). If they fail or are late to pay their invoices, the Chief Constable is the one you apply for a CCJ against, hence why they appear on D&B and other credit rating agency listings.

The Police Authority are similarly a "body corporate".

Police forces and authorities are allowed to charge for services (hence they are usually VAT registered). This ACPO document mentions under which legislation this is allowed:

Dear Mr Baker

I am responding in relation to the Police Authority which I presume your request refers to.

The police authority is not a run for profit business.

The Police Authority is funded through the democratic process from Government grants and council tax, however we have a duty to earn what income we can particularly on treasury management and investment of temporarily surplus funds.

so surely if your investing surplus funds then that is making a
profit which means that it is actually run for profit does it not?

The Authority and Force are not run for profit. We do make some income but that is to help policing and council tax payers. It is not our primary purpose.

income as i think you will find as labelled by the revenue agency
is profit so no matter how many ways you wish to look at this you
are still making profit to benifit yourselves aka your a
business,company or corporation.
