Dear Foreign and Commonwealth Office,
1)On the website of the engineering magazine "New Civil Engineer"
(14 Jan 2010),it was reported that the Director-General of the
Auschwitz-Birkenau Foundation "...will put pressure on the
Government...to provide the £110M previously pledged by Gordon
Brown for the restoration project".
2)Written Answers to Questions - FCO: 29 Nov 2010.
Mike Freer,MP(Finchley & Golders Green) to ask Secretary of State
for FCO what plans he has to provide funding for the Auschwitz
Restoration Project. (25640)
Mr Bellingham,Parl U/Sec of S; replied: "....Ministers are
currently considering how support might be offered and intend to
make a decision shortly".
3)Question to the PM on the 15 Dec 2010 (Col.909 Q14 [30554]).
Mike Freer:".....will the Prime Minister confirm that the
Government will generously donate to the Auschwitz-Birkenau
restoration fund?"
The PM replied:"... I can do that ..... The Director-General of the
Auschwitz-Birkenau Foundation has recently visited the UK to
discuss funding with a number of Government Departments, and we are
also involved in EU discussions ..."
4)Rachel Reeves,MP(Leeds West) raised the matter on the 15 Mar 2011
to David Liddington, Minister of State(Europe & NATO).

Will you kindly provide me with the following information:
(i) Did PM Brown honour his pledge? If so,was the pledge made:a)
without consultation;b) with Cabinet approval,or c) with approval
of Parliament?
(ii)Where the questions at (2),(3) and (4) above, raised for
additional funding or in lieu of PM Brown being unable to honour
his pledge?
(iii)Has the present Government made it's decision; if so, what is
the amount and what arrangements have been made for method of
Payment(s)?
(iv) Is it the norm for a representative of a charity, in this
case a foreigner, to wander around Government Departments touting
for funds?

Dear Mr Walker

 

As the Case Manager responsible for the processing of your Freedom of
Information request ref 0872-11 about the Auschwitz Restoration Fund, I
have been having discussions with the department responsible for producing
the response for your request.

 

In order to be as transparent as possible, and in order to provide as much
information as possible, it has been agreed internally here that we should
respond to your request under our Business as Usual (BAU) facility.  Put
briefly, this means that you will receive a response quickly and
comprehensively. If you are not happy with the response which will be with
you shortly, this does not prevent you coming back with the same, or an
amended, Freedom of Information request. In effect, if gives you two bites
of the cherry, if you wish.

Dear Foreign and Commonwealth Office,
I am grateful for Mr Woodroffe's reply of the 13 September advising
me of the sequence of events leading up to the Government's
decision to contribute to the A/B Foundation.It is apparent that
the report in the NCE magazine was incorrect.
However, in my request of the 19 August, I also asked whether the
(now) promise made by PM Brown was made: without
consultation;b)with Cabinet approval or c) with approval of
Parliament. In addition, my question (iv) has not been answered.
I am particularly interested in how what seems to be "off the cuff"
promises of funding by Prime Ministers to foreign
charities/Governments are dealt with. Surely, where money is
involved, there must be some formal,transparent procedure to be
followed.
In conclusion, I would appreciate you advising me where I can find
the announcement of the 26 May.

Thank you for your e-mail.  My colleague Tom Woodroffe leads on this
issue, but is currently on leave.  In order for us to answer your question
fully, would you be kind enough to wait until Tom is back from leave so
that he can reply to you directly?  He is due back in the week commencing
26^th September.  Please let me know if this will be a problem.
