Dear Ms Scott
I refer to your request for information (email below).
In the latter half of 2009 the Court of Session considered an appeal by Glasgow City Council and Dundee City Council against a decision by the Scottish Information Commissioner. Basically the Court confirmed the publics' right to INFORMATION not DOCUMENTS -
"The right conferred by section 1, where it applies, is therefore to be given the information, rather than a particular record (or a copy of the record) that contains it. Put shortly, the Act provides a right of access to information, not documentation." [Court of Session Opinion, Paragraph 43].
The University considers that the Minutes of all its audit committee meetings are specific documents and therefore disclosure is out with the terms of FOISA. However if you would let us know what specific information you are looking for the University will consider it under the terms of FOISA.
