Dear Ms Scott
I refer to your Freedom of Information request asking for copies of Audit Committee minutes for 2009. Minutes for the three meetings that took place that year are attached. The minutes have been redacted of all personal data (replaced by ‘XX’). This information is exempt under section 38 of the Freedom of Information (Scotland) Act (2002) (FOISA) as the information constitutes personal data as defined by section 1(1) of the Data Protection Act 1998 (“data which relates to a living individual who can be identified from those data”) and its disclosure would breach the first data protection principle (“personal data shall be processed fairly and lawfully”) in that the individuals concerned would not expect this information to be disclosed. As such, this information is exempt from disclosure under sections 38(1)(b) and 38(2)(a)(i) of the FOISA.
You have a right under the FoISA to request a review of this decision by the University of Stirling. If you wish to exercise this right, you must write to the University to request a review within forty working days of receipt of this decision. Your request for a review must be in writing and you must specify your name and address for correspondence. You must also identify the decision that you wish reviewed.
If you are dissatisfied with the outcome of a review, you have a right under the FoISA to appeal to the Scottish Information Commissioner. If you wish to do so, you must appeal to the Commissioner within six months following the date of receipt of the review notice. The Commissioner’s contact details are as follows:

Dear Freedom of Information Unit,
Thanks for responding to my request.
I would ask you to consider whether you are being a bit
over-zealous with regard to withholding personal information. I
would have thought that the identity of your audit committee chair
would be a matter of public record so I'm not sure why you would
withhold it in this case.
Audit committees in higher education are a part of a governance
structure that is designed to protect public investment. Why would
you want to withhold the identity of people doing this work? Why
would people want to have their identities withheld.
I should make it clear that this is not an official appeal as I
don't want to take up any more of your time.
