Dear Sir or Madam,

In the NFI pilot of its data mismatching project involving
comparing so-called SPD discounts with the electoral register it
has been reported that in Lambeth 9598 'cases' were identified.

Please explain 'cases' of what, selected according to what
criteria.

Was the Audit Commission supplied with copies or at least the dates
of any actual written claims made by those whose data was matched
in this exercise? If not, why not?

Please state how many of these 'cases' it turned out that there was
entitlement to a discount of 25% under Section 11(1) of the local
government act, albeit, perhaps, under Section 11(1)b rather than
(1)a.

Please state how much actual, as opposed to estimated' additional
income the council obtained as a result of this.

In how many cases were taxpayers made bankrupt or subjected to
bailiffs?

How many cases ought to have been but were not in receipt of second
adult rebates?

Please list the years this century in which annual pre tax year
'claim' forms in respect of Section 11 discounts have been issued
by the Council, and explain council policy in respect of the way it
carries out its annual duty to ascertain for each dwelling whether
any discount should apply.

Please state how much involvement in the NFI cost the council,
including software development, postage, costs of investigations,
letters, appeals, tribunal hearings and so on.

How many of those on the hit lists were aged 65 or over?

How many were single parents bringing up children and were on the
lists because they put their oldest child on the electoral
register?

Please provide copies of any standard letters sent out as part of
the investigations into these cases, if any.

Please state in how many cases appeals were made against adjusted
demand notices to the council and in how many cases appeals to
tribunals were made against adjusted demand notices.

Please provide any legal briefings obtained by Lambeth to support
the belief that this exercise conformed with the human right to
privacy and with Data Protection laws.

Please provide, if any, copies of any fair processing notices
issued
a) to liable adults
b) to the person responsible for filling in the electoral register
form
c) to the other adults listed on the electoral register form.

sorry it depends which audit commission minutes you read. It has given both figures. Any ideas on which you would go with?

They call this 'unambiguous matching' by the way!
