Audit Commission '1 star rating' deception

Dear Newham Borough Council,
I am aware that the Audit Commission were deceived and misled
during their inspection of Temporary Accommodation Service in
2008/2009. I therefore seek the following information;
1. How much was spent on the consultancy agency that came in and
briefed, trained and directed all staff as to how to answer
specific questions.
2. What authority did Chief officers have to mislead Audit
Commission staff during the inspection, and what authority did they
have to prevent specific files and documents being made available
during this inspection.
3. Is the Council satisfied that during the debrief of staff
following the award of 1 star by the Audit Commission, that Chief
officers boasted during an open meeting that 'more than 30 files
and cases had been hidden away and it would have affected the
outcome fortunately'..
