Dear Sir or Madam,

I am seeking settlement of an unpaid debt owed by a commercial entity with significant fixed assets.

It is my understanding that the ultimate way of securing the liability is by fixing a commcerial lien to the property in question.

I have heard that the relevant body to discuss this with MAY be HM Coastguard, however, I am making this request of HM Treasury as their national financial interests seems to make them a more appropriate point of contact.

My question is this:-

1. Who oversees the application of commercial liens under English law? (and Scottish law?)

2. To whom sould an application for a lien against commercial property be made?

3. Where can I find relevant information regarding the lien process?
