Dear Mr James

Thank you for your email of 8 March, which has been passed to me for
response. The request was in three parts - first, a list of all assets and
estate owned by the County Council; second, a list of all assets and
estate disposed by the County Council from 2000 to 1 March 2011 and
finally a list of the assets and estate planned for disposal by the County
Council over the next two years.

In response, please find attached a spreadsheet in Microsoft ExCEL 2000,
which is arranged as follows:

The first tab contains a list of the main Operational Assets owned by the
County Council. This includes Administrative Offices, Schools, Libraries,
Fire Stations, Youth Centres, Highway Depots and Residential Homes for
both Adults and Children among others. These are the principal sites from
which the County Council provides services to the public. Some of these
sites (Libraries for example) will be publicly accessible, others will
not.

The second tab contains a list of the main Non-Operational Assets owned by
the County Council. This covers a substantial range of land and buildings
and includes tied accommodation (accommodation related to a specific role
within the County Council), sites leased out by the County Council to
third parties from which the County Council derives rent income
(smallholdings, houseboat moorings etc), sites where the County Council
retains the site Freehold but where any services are delivered by a third
party under contract and finally sites which are no longer required for
operational use by the County Council. This final category includes sites,
which may or may not be sold off or otherwise disposed.

The third tab contains a list of sundry land holdings owned by the County
Council. These are generally very small areas of highway verge, land left
over from highway schemes or other land which has no intrinsic value
because it is either inaccessible, vulnerable to flooding or is otherwise
incapable of being developed. The County Council may derive small amounts
of occasional income from these land areas by, for example, granting a
grazing licence but there is very little direct management of these small
land areas.

The fourth tab contains a list of all assets and estate sold from 1st
April 2000 to 1st March 2011 and the receipt obtained by the County
Council.

The final tab contains a list of assets and estate currently in the County
Council's Disposal Programme covering the financial years 2011/12 and
2012/13. It should be noted that this list is under constant review and
items may be added or withdrawn at any time based on ongoing review of the
County Council's needs and the requirements of its operational services.
In addition, any decision to offer an asset or part of the estate for sale
requires approval from Councillors through a documented Disposal process
involving local and service-wide consultation.
