Dear Derbyshire County Council,
What is the criteria for support for adults with a learning
disability? (e.g. an IQ of 70 or less).
What is the criteria for supporting adults on the autistic spectrum
who do not have a learning disability? There will be one as
individuals will be screened as to who is and is not eligible for
support.
Does DCC have any adult social care staff whose primary role is to
assess or support adults with autistic spectrum disorders? How
many?
What training is provided to adult social care staff about
assessing and supporting adults with autistic spectrum disorders?
How many in-post staff have completed this training? What
percentage of frontline staff does this comprise?

Our response –
The provision of adults social care services is based on the Fair Access
to Care Eligibility criteria published on the Council’s website
derbyshire.gov.uk along with other detailed advice about the way the
assessment for social care services is carried out and care/support
planned and provided to deliver choice and control for people.
There is no distinction made for people with a learning disability or
Autistic Spectrum Difficulties. Since April 2011 responsibility for
assessment and the relevant casework has moved to a network of local
community social work teams based on the eight districts of Derbyshire.
Assessments o social care needs are provided on the basis of s47 of the
NHS and Community Care Act and for any person referred who appears to have
community care needs.
The Council does recognise that people with a learning disability or ASD
may require specialist care/support and the definition of learning
disability used is that provided by Valuing People (2001) and Valuing
People Now (2009) the national strategy for learning disability.
The Council does not have any staff with a primary role for assessing
people with ASD. The Council has been working with NHS partners to develop
a strategy for ASD. Training on ASD has been provided for staff however
the Council does not at present have information immediately available
about how many staff have undertaken this training. We will look to
provide further advice on this point as soon as practicable.
I hope this now deals with your request for information. However should
