ASB 'evidence' gathering operations in the village of Tealby
Lincolnshire 2004-2009.
2. Operational log of the unmarked vehicle S718HCP used in these
operations.
3. Record of 'intelligence' gathered alleging that a resident was
banned from a public restaurant. Officers' notes on visit made
during that 'investigation.

Dear Knowles, Colin,
Your 'replies' are unsatisfactory. One of your 'officers'(Parker)
acting for WLDC ASB 'Team' put me and friends under covert
surveillance and secretly gathered'evidence' of my alleged ASB when
in fact I was the victim of ASB. This individual lied when giving
contradictory accounts of the embarrassing incident when the
surveillance vehicle S718HCP was left dangerously parked on the
wrong side of the road facing oncoming traffic (photographic
evidence available) claiming wrongly that the vehicle was broken
down.
The same person entered the premises of a restaurant close to my
home and told the bemused proprietors that she had 'intelligence'
that I was banned from the establishment. This was untrue and
malicious. I am asking for evidence of this claim.
I have 'intelligence' that Parker has recently been making
unwarranted 'enquiries' about me , and refuses to desist.

Dear Knowles, Colin,
Your 'answers' are still unsatisfactory. For example you deny that
the surveillance vehicle belongs to Lincs police. We know that, but
it was being used by PCW Parker of WLDC ASB team
carrying out 'investigations' in Tealby in June 2008 contrary to
RIPAct (2000).
Please now be kind enough to supply the information requested and
stop stone-walling. It does not work.
Little wonder your Force was reported this morning on national news
as being very low, or at bottom of tables of customer satisfaction
- a factor which, we are told, is among your priorities.

Dear Knowles, Colin,
My original request for reasonable information was made some seven
months ago (January 20090),
You are again requested to stop stonewalling and provide the
information to which the public are entitled. One of yr 'officers'
[Parker] claimed, before several witness, that 'the vehicle is ours
and is rented from Gainsborough'.
Requests to WLDC to provide documentary evidence of the ownership
of the vehicle, log books,insurance docs etc andx service record
have drawn a blank.
You 'officer' Parker was engaged in obtaining 'evidence' of my
alleged ASB and Carried this out in a disgracefully underhand
manner.
She entered a restaurant close to my home and told the bemused
owners that she had 'information' that I was banned from the
establishment. She was found
'making enquiries'about me for several months in places many miles
from my home. We have not had any satisfactory explanation of this
behaviour.
Nor has there been any explanation as to why the surveillance
vehicle was in Tealby at all, nor why it was left parked for more
than a week in Cow Lane on the wrong side of the road facing
oncoming traffic in exactly the right place to secretly observe my
comings and goings. The fatuous excuse that it was'broken down' was
a pure fiction and is not goos enough. WLDC have failed to indicate
who 'repaired' the vehicle and produce documentation of the vehicle
eg the account for 'repairs' allegedly carried out, DVLI log book,
insurance documents etc.
Why don't you admit the truth of the matter?. Your
very belated attempts at explanation do not ring true.
Little wonder that your force, by its own admission,is the worst in
the country in terms of 'customer satisfaction' which , it is
claimed, is your 'top priority. !
You persist in claiming that the vehicle is not yours.
Why then was this unmarked surveillance vehicle being used by a
member of yr force/
Please now provide truthful answers.

Dear Knowles, Colin,
You now state that information re the surveillance vehicle may be
obtained by the 'owner or user' of the vehicle. The user was your
officer WPC Parker. By what authority was this individual 'using'
the vehicle to carry out illegal covert surveillance contrary to
RIPAct (2000). The discrepancies in her account of the alleged
breakdown of the vehicle have still not been resolved.
Nor has there been any explanation or excuse for Parker entering a
public restaurant and making unsubstantiated allegations that an
innocent member of the public was 'banned' from the establishment
These reasonable requests for information, deeply embarrassing to
Lincs Police, were made as early as January 2009 now nearly nine
months ago.

I remind you that my original request for information was dated
29th January 2009. Your delays, evasion and obfuscation reflect
very poorly on your 'force. WE have been embroiled now nearly nine
months !
You persist in claiming that you do not hold an operational log for
the surveillance vehicle S718 HCP. The vehicle was being used in
illegal 'evidence gathering ' in Tealby during May/June 2008 (and
possibly earlier). My request was for documentary information
concerning the operation of this vehicle.Please supply this.
The vehicle was being used by your 'officer' WPC Parker.
You state that you would now clarify the term 'owner or user'. I
suggest that this petty argument re semantics is neither useful or
helpful. It merely con firms your evasion.
You now seem to concede that the vehicle was being operated under a
'leasing arrangement'. Would you now please confirm that it was
being used by WPC Parker engaged in 'evidence gathering'.
You quote WLDC reference LM/FOI/480 but do not give a date. This
is, in any case irrelevant, but typical of your evasive and
misleading tactics.
Th facts are that the user of the surveillance vehicle S718 HCP was
your WPC Parker. You have stated that :'The owner or user of this
vehicle may hold the information you seek.' You are again requested
to provide the information sought.
