I write in connection with your request for information dated 12th August,2008 in which you seek access to information concerning the policing operation surrounding the Bulldog Bash in August, 2008.

To enable Warwickshire Police to meet your request could you please clarify exactly what information you are seeking, as your request in its current format is likely to exceed the fees limit(£450) as stated in the Freedom of Information (Fees and Appropriate Limit) Regulations 2004.

After receiving your reply, your request will then be considered and you will receive the information requested within the statutory timescale of 20 working days as defined by the Freedom of Information Act 2000, subject to the information not being exempt or containing a reference to a third party.

However, if the requested additional information has not been received by 26th August, 2008 I will assume you no longer wish to proceed with this request and will treat it as withdrawn.

Thank you for your email below.

I note your concerns and write to advise you as follows: In accordance with the Freedom of Information Act, 2000 a person can request information held by a Public Authority. A request for information 'Must clearly describe the information being sought'. The first part of your request asks for 'details of the policing operation surrounding the Bulldog Bash August 2008' This does not describe the information being sought i.e. what details are required. In it's current format your request could refer to each and every piece of information held concerning this operation.

In order to locate and retrieve all of the information held regarding the policing of this event, in addition to any information centrally recorded, would require each employee to conduct searches of all their correspondence and their emails to identify any information that would relate to the policing of this years Bulldog Bash. This would involve a disproportionate amount of effort, which would take us over the fees limit (£450/18 hours work) as stated in the Freedom of Information (Fees and Appropriate Limit) Regulations 2004.

I can confirm that your request for arrests and charges bought against persons at and outside the site, is specific (it describes the information requested), and is being considered in accordance with the Act.

The public authority has a duty to provide "advice and assistance" [1]. In the Section 45 Code of Practice - see [2], part 2.10 [2] outlines the type of assistance they could be providing -

Information relating to an operation could be held by a variety of people in a number of departments. As explained in my previous email, your request in it's current format, asking for 'details of the policing operation' is not specific. To locate and retrieve all of the information held concerning the policing of this event would exceed the fees limit. If, however, you could be more specific about what information it is that you seek, it would assist Warwickshire Police in establishing if the information that you actually want is held, and, if it is held, whether it is suitable for release under the Freedom of Information Act. For example are you seeking information about policing costs, or about the number of staff engaged in the event, etc.
